Version – February 2017 FOR OFFICIAL USE ONLY

The Government conducted Market Research CHESS and General Services Administration (GSA). Based on market research results and a market analysis, to include a comprehensive PPT, it was determined that a brand name only description represented the most viable acquisition strategy.

Time frame in which the market research was conducted via CHESS: March

TDM placed a CHESS order for the Dell Mobile Precision Workstation 5520 using the Government Purchase Card (GPC) program. The order was in support of the TDM PPT. The CHESS order was placed in March 2017 and four (4) vendors responded to a Request for Quote. The four vendors were Dell, MSSI LTD, GovConnection, Inc, and Aprisa Technology LLC. All four (4) vendors replied with competitive pricing.

Timeframe in which the market research was conducted via GSA: 14 February 2017 and closed on 22 February 2017

A Request for Information was posted against the GSA eBuy Schedule 70, subcategory 132 8, exclusively to small businesses. Previous market research through Fed Biz concluded that small businesses were capable of providing the greater requirement – TDM kits which include the laptop computer. As a result of receiving responsible small business interest, the GSA RFI was set aside for small business. Schedule 70 is the general purpose commercial information technology equipment, software, and services GSA schedule. Category 132 8 is for the purchase of new equipment. This category was chosen as the best schedule after performing a search using the term “laptop” within the GSA schedule search tool.

The search results and subsequent review of the description was the basis for selecting schedule 70 subcategory 132 8 as the best suited to meet the laptop requirements for TDM. In response to the Laptop RFI, the Government received Nine (9) priced bids and Seventeen (17) no bids. The companies who responded to the RFI were: 1) Symbolic Technology Inc., 2) DBISP, LLC, 3) SAI Systems International, 4) ITECH Devices, Inc., 5) MSSI LTD, 6) Advanced Digital Solutions Intl, 7) Aprisa Technology LLC, 8) Communications Professionals, Inc., and 9) Federal Business Systems Corp. Responses received were in request of a specific laptop configuration required to meet the rigorous processing needs for photo and video editing. Although there is ample competition for these items on the GSA schedule the Army is mandated to use CHESS and competition exist for the brand name item.
