Contract Summary
This document is a Participating Addendum under the NASPO ValuePoint Master Agreement (MA454) led by the State of Utah, establishing a Small Package Delivery Service contract between the State of Michigan and FedEx Corporate Services Inc. The contract became effective September 16, 2024, and expires November 27, 2026. The participating addendum is available to all Michigan state agencies, institutions of higher education, cities, counties, districts, political subdivisions, and nonprofit organizations within Michigan, as well as MiDEAL members (local units of government, school districts, universities, community colleges, and nonprofit hospitals). The contract is administered by the Michigan Department of Technology, Management, and Budget (DTMB), with Tom Goodine serving as Program Manager and Emily Massa as Contract Administrator. A Change Notice dated June 24, 2025, updated the vendor SIGMA ID from CV0062160 to CV0062159, with all other terms remaining unchanged.
The contract covers small package delivery services with an estimated aggregate contract value of $5,000,000. FedEx provides pricing on a zone-based structure for multiple service levels, including FedEx Priority Overnight, FedEx Standard Overnight, and FedEx 2Day A.M., with rates varying by weight and destination zone across the contiguous 48 states, Hawaii, Alaska, and Puerto Rico. The contractor must provide carrier pickup directly from requesting agencies without minimum package requirements or additional pickup charges and must serve every zip code in the United States. FedEx must maintain a 100% Money Back Guarantee for overnight services and submit quarterly purchasing activity reports with a 1% administrative fee payable to DTMB. Payment terms are NET 45 days from receipt of invoice, with the State exempt from sales tax on direct purchases. The contract requires FedEx to maintain comprehensive insurance coverage, including $1,000,000 Commercial General Liability, $1,000,000 Automobile Liability, and Workers' Compensation according to applicable law, with the State named as additional insured.
