Sole Source Justification under $250K

PMD Number: SIMACQ-E20-0022

Department: E63

Company Name/Brand: North Atlantic Industries

Description of Product, Supplies or Services required to meet the agency’s needs:

Technical Code E63 requires 8 North Atlantic Industries (NAI) Circuit Card Assemblies (CCA) P/N No. 64C1-K2K2K2K2K2J70AC-70 to be repaired which will be installed in the System Launcher Controller (SLC) MK 30 MOD 0.

Identification of Justification Rational:

IX The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.

□ A patent, copyright, proprietary data, or licensing agreement limits competition.

IX These are “direct replacement(s)” parts/components for existing equipment.

□ Urgency.

Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.

The NAI CCAs are required to support sustainment onboard Aircraft Carrier, Nuclear Powered and Landing Helicopter Dock (Amphibious) class naval ships. The NAI CCAs have been tested and verified to be functional with the System Launcher Controller (SLC) cabinet and, therefore are specifically identified for use on the North Atlantic Treaty Organization Sea Sparrow Surface Missile System (NSSMS) technical data package. These NAI CCAs are also designed controlled on NAI drawing P/N No. 64C1- K2K2K2S1Z0J70AC-57, specifically listed onboard Allowance Parts Lists (APL), and supported by Naval Education and Training curriculum. No other brands of CCAs have been identified, verified, and approved to support the requirements.

Since the Original Equipment Manufacturer (OEM), NAI, ceased production of these CCAs due to the inability to source critical components, E63 requires repair to the currently held NAI CCAs. This repair is necessary to return the CCAs to their original functionality and to maintain conformance with the original manufacturer’s qualifications.

**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.

As stated, the NAI CCAs are no longer available due to the inability to source critical components. Therefore, since E63 has to use NAI CCAs to support sustainment onboard Aircraft Carrier, Nuclear Powered and Landing Helicopter Dock (Amphibious) class naval ships per the NATO NSSMS technical data package requirements, E63 has to repair their current NAI CCAs.

Date:2023.10.04 08:17:08 -07'00'

Only NAI has the capability to repair its CCAs. Therefore, since E63 would be unable to use another source to repair NAI CCAs, without the use of NAI, E63 would need to procure an entirely new brand of CCAs. If E63 were to use another brand of CCAs, we would have to perfo1m First Article testing to ce1tify that the brand of CCAs are functional with the SLC and then we would have to generate an Engineering Change Proposal (ECP) based on the new brand of CCAs. This effo1t would result in a substantial duplication of cost of approximately $50,000 that is not expected to be recovered through competition. Furthermore, this effort would cause a delay of approximately six months. A delay of approximately 6 months would delay our production effo1t of SLC and impact the installation schedule for CVN 79.

Market Research Conducted:

No other manufacturer was found who can repair the NAI CCA PIN No. 64Cl- K2K2K2K2K2J70AC-70. In addition the requirements generator conducted market research using sites such as GSA Advantage, UNICOR, DoD ESI and Ability One to dete1mine if any other vendors could provide a f01m, fit function coupler and returned with no results found.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

Naval Surface Warfare Center Po1t Hueneme Division Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
