About this file
This is a Request for Proposals (RFP) issued by the State of Oregon's Higher Education Coordinating Commission (HECC) for event management services for the 2024 Oregon Talent Summit. The RFP solicits a qualified contractor to plan, manage, and execute a one-day conference event coordinated by the Workforce and Talent Development Board. The Summit will likely occur in April or May 2024 at a venue to be determined, though historically it has been held at the Oregon Convention Center in Portland. The event is anticipated to accommodate up to 500 attendees in a main conference room with four breakout rooms of 75+ seats each, requiring comprehensive audio-visual capabilities, catering services, and full-day programming from 8:00 a.m. to 4:00 p.m. Proposals are due by 1:00 p.m. on October 16, 2023, submitted via email to HECC.Procurement@hecc.oregon.gov. The initial contract term is anticipated to expire no later than 30 days following the Summit date, with the option for HECC to extend the contract up to seven additional years to include 2026, 2028, and 2030 Summits, subject to budget approval.
The scope of work encompasses eight primary tasks: project planning and management, Summit marketing and communications, registration and attendee management, speaker coordination, production and operations, audio-visual and technology services, professional photography, and project closeout. The contractor must provide an implementation plan with timeline, cost proposal with itemized costs and time estimates, and three references from similar projects. The successful proposer must obtain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, provide a completed W-9 form, and demonstrate authorization to conduct business in Oregon. All deliverables and work products become the exclusive property of HECC. Proposers must comply with Oregon requirements regarding e-waste procedures, recyclable products, and in-state printing and binding work. The RFP indicates HECC may award one or more contracts if determined to be in its best interest and reserves the right to amend the resulting contract for related services as deemed necessary.
