EVALUATION CRITERIA RELATIVE TO THE PURCHASE ORDER FOR TECHNICAL CLINICAL AND COVERAGE CONSULTATION FOR THE ESRD PROGRAM, SURVEY & CERTIFICATION

A. Soundness of Approach to CMS’s Effort To Provide Effective and Appropriate Technical and Clinical Guidance to State Survey Agencies in a State-of-the-Art Electronic Manner

The offeror’s quotation is complete and demonstrates an understanding of the SOW. This includes having an awareness of the contract objectives and a demonstrable understanding of the detailed components of the tasks required to produce the desired product. The proposed approach is sound and well documented and ensures the achievement of timely and acceptable performance.

B. Personnel Demonstrate Experience and Knowledge in Several Electronic/Program Media, Including CMS’ Surveyor Technical Assistant for Renal (STAR) system and the Kidney Disease Quality of Life-36 (KDQOL-36) Instrument.

The staff (including the skill mix) is competent, appropriate, and experienced in the skills required for this SOW. Resume(s) reflect not only academic qualifications but also actual experience in working with the required systems, such as STAR and KDQOL. The staffing must demonstrate skills and experience in working with Federal Web-based sites and establishing 508 compliance in documents.

C. Past Performance

The evaluation of past performance shall consider the offeror’s successful performance in a variety of projects of a similar magnitude and type (size and technical area) as defined in the SOW. The evaluation also will consider the relevancy of the offeror’s past experience with STAR, KDQOL, ESRD Medicare Program, ESRD Coverage in the Medicare Program, and psychosocial aspects of ESRD patient care in order to assess their ability to accomplish the task work successfully. The evaluation will also consider negative performance and what approach the contractor took to resolve identified issues.

D. Management

The response shall demonstrate the offeror’s ability to manage all aspects of the proposed effort including technical performance, time and delivery constraints, cost, status reporting, and subcontractor(s). Ability to identify, address, resolve, and communicate problems (including conflicts of interest), and to maintain a positive working relationship with CMS staff are important.

E. Cost

In addition to the criteria above, CMS must also consider cost.
