RFQ # 12760422Q0022 / Unmanned Aircraft Systems (UAS) Lifecycle Tracking and Reporting (LTaR) Software

Questions and Answers

Question Answer 1 The RFQ Subject defines the solicitation as “Brand Name Only or Equal. Must be an authorized reseller or partner.” Can the government provide the brand name referenced?

There is no specific brand. Any product that meets the technical requirements will be acceptable.

2 Does this requirement have an incumbent contractor? If so, can the government provide the vendor name?

There is no incumbent contractor.

3 Is this opportunity strictly Commercial off the shelf (COTS)? Or is there room for development / customization?

The government is looking for a COTS product. At this time funding has not been authorized for development or customization work.

4 In its RFQ, the Government has included 52.219-06, Notice of Total Small Business Set-Aside (Mar 2020) (15 U.S.C. 644). Is the Government only intending to award to a small business, or will it consider responses from non-traditional large businesses as well?

This clause was included in error. The Government will consider all responses.

5 In its RFQ, the Government has included clauses that are not applicable to commercial software, including FAR 52.227-14 Rights in Data General; FAR 52.227-15 Representation of Limited Rights in Data and Restricted Computer Software; and FAR 52.227-19, Commercial Computer Software License. Is the Government amenable to striking these FAR clauses from the contract if it chooses a commercial item/software awardee?

The Government will strike all non-applicable clauses from the contract.
