About this file

This is a state contract change notice document for the State of Michigan, Department of Technology, Management and Budget (DTMB), Central Procurement Services. The contract involves the Michigan Department of Health and Human Services (MDHHS) as the primary state agency and the Michigan Public Health Institute (MPHI) as the contractor. The document comprises multiple change notices (CNs 11-18) to Master Agreement MA220000001424, which established an indefinite delivery contract for maintenance and operations of multiple systems.

The contract covers information technology maintenance, operations, and enhancement services for various MDHHS systems including Medicaid applications, public health programs, and specialized databases such as MiCLEAR (lead exposure registry), MiCARD (compliance and regulation database), MiDAP (drug assistance program), MiTOX (toxicology data management), and HIV Laboratory Management System. The initial contract term ran from October 1, 2022, through September 30, 2025, with two one-year option periods available. Through the change notices, the contract was extended through September 30, 2027. The contract value evolved from an initial $18.7 million baseline, with Change Notice 18 reducing the aggregate value to $18,442,030.00 through a $279,000 scope reduction in Medicaid applications work. Payment terms are Net 45 days, with invoices submitted monthly upon completion of deliverables and approval by MDHHS and DTMB program managers. The work is performed on a deliverable basis using agile-hybrid software development methodology, with specific project phases including requirements sprints, development sprints, and completion milestones. No travel expenses are reimbursable under the contract.

Brief description of services to be provided:

PROJECT OBJECTIVE:

MPHI-Center for Technology Solutions (CTS) will continue to process minor enhancements to the MiTOX STaRR application, including:

1. MIResults

2. Specimen Tracking

The application is in production and is hosted by DTMB.

SCOPE OF WORK:

MPHI-CTS will collect requirements, design, develop, test, and go to production with enhancements requested by the MiTOX STaRR DHHS Team.

MiTOX STaRR team has a list of enhancements DHHS needs in the system. The team prioritizes which enhancements DHHS would like MPHI to write requirements on for development the next month.

As requirements are written, the MPHI team estimates the effort needed to complete the task. MDHHS/DTMB reviews and approves the requirements and effort estimates.

As development and beta testing is completed, the release is sent to QA for user acceptance testing and approval to go to production.

The cycles repeat each month as new priorities are set.

TASKS:

Technical support is required to assist with the following tasks:
