Brief description of services to be provided:

Kunz, Leigh & Associates (KL&A) will provide services for design, development, test, and deployment services to implement release schedule-based model for planning, enhancements, transition activities, and maintenance & support for the Michigan Disclosure Request System (MiDRS).

The scope of work includes updates to enhance MiDRS functionality, including payments, forms, and workflow, and reports & queries, as well as providing transition services for DTMB to eventually take over maintenance and support of the MiDRS system.

BACKGROUND:

The Michigan Department of Treasury receives and fulfills a variety of tax disclosure requests from individuals, authorized third parties, and government entities in accordance with applicable state and federal confidentiality statutes and disclosure policies. These requests may involve the release of taxpayer-specific information, including tax return records, income verification, or other tax-related documentation, and must be processed to ensure compliance, accuracy, and security.

Treasury disclosure processes are governed by statutory requirements and internal business rules that determine who may request information, what information may be disclosed, and under what conditions disclosure is permitted.

Historically, Treasury disclosure requests have been submitted and processed through a combination of paper forms, email, and manual tracking, resulting in inefficiencies, inconsistencies, and limited visibility into request progress and due dates. Requests may be received through multiple intake channels (such as mailed submissions, agency requests, and electronic portal requests), and processing often requires coordination among Disclosure Analysts and other internal business areas that support record verification, research, or documentation retrieval. In addition, payments associated with fee-based requests have historically required manual entry and reconciliation. The decentralized nature of prior processes increased the burden on staff to track deadlines, validate documentation, and maintain a complete audit trail of communications and supporting materials.

To address these challenges, Treasury implemented the Michigan Disclosure Request System (MiDRS) as a centralized, secure, and workflow-driven system to support the end-to-end lifecycle of disclosure requests. MiDRS reduces reliance on paper, improves intake and tracking, and provides structured workflows for request processing, task management, and document handling.

The system supports both external request submission through an online portal (for eligible request types) and manual internal request entry (for requests received via mail or email). MiDRS supports streamlined payment processing and tracking, including applying and moving payments, assessing fees, and generating standardized correspondence when additional payment or information is required. The system also provides built-in workflow controls, including assigning requests to staff, routing internal tasks to business areas, and sending system-generated notifications and reminders to support timely processing. Document handling functionality ensures that all supporting documents and response materials are maintained in a secure repository, with controlled download timeframes for external users and a consolidated response document generated upon completion.

PROJECT OBJECTIVE:

The objective of this change notice is to provide MiDRS Maintenance and Support with prescribed release schedule using Agile Methodology to align priorities of planned system enhancements. The release schedule will allow KL&A to continue providing ongoing maintenance and support services, while also enabling the agency to prioritize and deliver enhancements as part of the planned work.

SCOPE OF WORK:

The MiDRS enhancement implementation and release approach is intended to support planning and scheduling across multiple coordinated releases. The release schedule will cover a period of 8 months, beginning May 25, 2026, during which Treasury will determine the prioritization of enhancements, defects, knowledge transfer, and how often to release.

1. Maintenance Plan

Defects will be addressed within Service Level Expectations outlined in the contract (220000001422) and the Maintenance Plan (SEM-0301).

NOTE: Any identified Defect will be triaged by the Lead Business Analyst (BA) and the Product Owner to determine the severity of the Defect. This effort will result in one of the following outcomes:

• MiDRS will be deemed to be operating as designed and the Defect will be closed o The Defect may be converted into an Enhancement request

• The Defect is considered a high impact to business and will be immediately put into the current Sprint and mitigated o This may also include a Hot-Fix deployment (an emergency release outside of planned releases)

• The Defect is considered to have a low impact to business and will be immediately put into the Backlog for prioritization.

2. Development Plan (Enhancements)

KL&A will continue to deliver the MiDRS system enhancements using the Scrum/Agile approach.

This plan will be executed in four distinct phases, as defined below.

a. Discovery and Requirements Gathering

An initial set of enhancements has been defined. For this initial set of identified enhancements, JAD sessions will be conducted as discovery sessions in which the KL&A team will work with Treasury business users and other stakeholders to review enhancement requests and map requirements to those enhancements, identifying any gaps. JAD sessions will also be scheduled as necessary to support new enhancements.

b. Backlog Grooming and Sprint Planning

Backlog grooming - the Product Owner with the one-half Lead Business Analyst and 1 Technical Lead Developer will establish the backlog and verify the highest priority items are at the top of the list. The effort will be recorded as Story Points from the Discovery and Requirements Gathering Phase. Tickets identified as part of the Maintenance Plan will also be included in the Backlog for priority.

Sprint planning - the Product Owner, with the one-half Lead Business Analyst and 1 Technical Lead Developer, will conduct a Sprint Planning session in which they select as many of the highest priority User Stories (enhancements or bugs) as possible for development within the month-long Sprint timeframe.

NOTE: Only Approved User Stories and Tickets will be placed in the Backlog and be eligible to be placed in a Development Sprint.

c. Development/Quality Assurance (QA) Testing, Sprint Review/Demo, and User Acceptance

Development/QA testing - Daily, the Tech Lead Dev will record progress in JIRA. The developer will unit test the code before handing it off to the BA for functional and system integration testing. During this phase, the BA will also write user acceptance Test Cases based on the defined acceptance criteria.

Sprint review/demo - The KL&A project team will conduct a Sprint review meeting in which they demonstrate the new functionality developed during the Sprint. This provides an opportunity for Treasury feedback. Feedback within the scope of the approved User Story, depending upon the associated work, can be acted upon before the end of the Sprint, at the beginning of the next Sprint, or added to the backlog to be addressed at a later time. Any feedback requiring an increase to scope or change to the originating User Story requirement will be deferred for further evaluation by the Product Owner and BA.

User acceptance - either at the end of the Sprint or after a selected number of Sprints, the KL&A Lead BA will work with appointed Treasury business users to execute user acceptance testing

(UAT). Treasury testers will access the UAT Test Executions in JIRA. JIRA provides traceability through a series of linkages from the Test Case to User Story, to Epic, to the original business, functional, and technical requirements, providing full traceability. Critical & Blocker Defects found during testing will be hot-fixed into the Release scheduled to go to Production.

d. Implementation

The parties agree to the following release schedule, which may be changed by mutual agreement. The number and timing of releases over the course of the project may increase or decrease depending on priorities, capacity, and overall project demands. Upon approval of each Release Document, KL&A will coordinate with DTMB and Treasury to execute the associated Go-Live Plan.

Project Title:

PS-038 Implementation of Disclosure FOIA System

Period of Coverage:

Requesting Department:

Treasury

Date:

9/9/2025

DTMB Project Manager:

Lucy Pline

SUMMARY:

This Statement of Work (SOW) is a Change Notice to Contract No. 220000001422 (Contract) between the State of Michigan (State or SOM) and KL&A (“Contractor” or “Vendor”) under the terms of the Implementation Services Agreement (Contract # 220000001422) (“Agreement” or “Contract”). The Parties agree as follows:

A project schedule re-baseline is being made that impacts original milestones and payment invoices. The following is a summary of impact to the project and the reason for this change notice.

• Schedule Impact o The change introduces two staged releases (instead of one) to accommodate validated variance in effort from the original estimate while preserving scope, quality, and compliance commitments defined in the base Statement of Work.

Release 1 will contain core features Release 2 will contain the remaining functionality, which includes security reports & formal reports, and data migration.

PROJECT BACKGROUND

The Department of Treasury, Security and Data Risk Management Division, Disclosure Unit has been using spreadsheets and other labor-intensive processes to manage incoming requests, complete daily work tasks, report on completed and incomplete work items, and audit all related data. While the spreadsheets and internal processes currently work, they present several limitations, including a lack of accurate reporting, a lack of transparency between team members and management, and a lack of electronic means for receiving payment.

The Security and Disclosure team is interested in replacing the spreadsheets and internal processes with a FOIA-like system, which is a web-based solution with an internal and external portal, that will provide most identified needs as outlined in the requirements gathered in initial meetings with the team.

SCOPE OF WORK:

There is no change in scope of the project. However, during execution, the team’s refined estimates indicate approximately 150 remaining story points. To reduce delivery risk, provide earlier value to end-users, and maintain transparency on progress, the work will be delivered in two releases. Release 1 will package the core features, and Release 2 will provide the security reports, formal reports, and data migration. This change is a rephrasing of the existing scope; this request introduces no new scope. Any additional features beyond the approved backlog will be handled under subsequent change control.

Background

During the 2023 calendar year, the MSP FOIA application decided to move to the MDOS FOIA contract.

MSP FOIA was previously on the MiCaRS contract (071B4300022) which expired on 12/31/2023. As part of the change notice which extended coverage for the MSP FOIA application to contract 220000001422, KL&A committed to creating a new Statement of Work for the continued Maintenance and Operations (M&O) and enhancement needs of the MSP FOIA system. The movement to the new contract as well as cost for the remainder of the 2023 FY and 2024 FY were identified in Change Notice 2 of the 220000001422 contract. Cost for the 2024 FY is $40,000.

Project Objective

This change notice is to provide the following:

• Provide continued Maintenance & Operations (M&O) to address the maintenance and enhancements needs of the MSP FOIA system.

• Provide details for continued M&O of the MSP FOIA application for the life of the MDOS FOIA contract (220000001422).

Scope of Work

The contract terms have been laid out in the section State of Michigan IT Professional Services Contract Terms for contract 220000001422. As MSP FOIA has moved to the contract 220000001422, the terms now apply to the MSP FOIA application. If not mentioned below, all applicable contract terms 220000001422 now apply to the maintenance and support of the MSP FOIA application. There are no additional enhancements being added to the MSP FOIA system as part of this change notice.

3. Performance of Services

Schedule A - Statement of Work

The MSP FOIA application has already been developed and implemented for the MSP, therefore sections related to the implementation of an application in the statement of work are not related to the maintenance and support of the application. Updates for the clarity of the contract are detailed below.

11. Integration (MSP specific) o (add) MiCJIN – Login used for the internal application o (add) Content Manager – storage for all documents redacted in the system o (add) AWS S3 Storage – Storage for all video and audio o (modify) MSP FOIA doesn’t directly redirect to CEPAS, rather it redirects to Invoice
