About this file

This document is a prequalified consultant services contract between the State of Michigan (Department of Treasury) and The Young Conway Group LLC, a Michigan limited liability corporation. The contract was executed on June 1, 2022, with an initial three-year term expiring May 31, 2025. The contract includes two optional one-year renewal periods, exercisable at the State's sole discretion, extending potential expiration to May 31, 2027. The contract has been extended to MiDEAL members (local units of government, school districts, universities, community colleges, and nonprofit hospitals) and allows for extension to other states and State of Michigan employees upon written agreement. Six contract change notices have been issued, with the most recent (Change Notice 6, effective July 7, 2026) updating accessibility requirements to WCAG 2.1 Level AA standards. Previous change notices added consulting services for Flint Community Schools (effective June 29, 2023, adding $182,400 to the contract), exercised a one-year option (effective April 18, 2025, extending expiration to May 31, 2026), updated the State Contract Administrator, and adjusted pricing terms.

The contract provides consulting services for schools and local units of government, including capital improvement plans, architectural services, school financial advisory services, academic advisory services, project consulting, engineering, planning services, administration and management, grant administration, and pension/OPEB analysis. The base contract value is $202,400, with an estimated aggregate value of $202,400 for services through the initial term. A specific statement of work for Flint Community Schools consulting services established a fixed budget of $182,400 for financial services (minimum 60 calendar days, potentially extending beyond). Hourly rates range from $180 for Associates to $755 for CEO/Senior Managing Directors, with payment terms of Net 45. The contract allows for a 10% quick payment discount if invoiced amounts are paid within seven days. Liquidated damages are assessed at $500 plus $25 per day for late or improper completion of contract activities. Key personnel including Alan C. Young, Van E. Conway, and other named staff are identified with specific roles and experience levels. The contract incorporates extensive standard terms addressing insurance requirements (including $1 million commercial general liability, $1 million automobile liability, and $3 million professional liability), security requirements, data privacy obligations, background checks, and nondiscrimination provisions.
