About this file

This document is a series of contract change notices for an indefinite delivery contract (No. MA220000000203) between the State of Michigan, specifically the Michigan Department of Technology, Management and Budget (DTMB) and the Michigan Department of Corrections (MDOC), and Resultant, LLC, a software services contractor. The contract and its amendments establish a statewide learning management system procurement framework. The contract was initially executed on December 16, 2021, with an expiration date of December 15, 2026, and includes provisions for up to ten (10) one-year renewal options at the State's sole discretion. The contract is administered by DTMB's Central Procurement Services, with program management oversight from both MDOC and DTMB. Key contacts include Contractor representative James Allen and State Program Manager Heather Gay at MDOC.

The contract provides for a comprehensive learning management system for MDOC correctional facilities with an estimated aggregate value of $11,158,651.00, with no increases from the original estimated value. Services include the delivery and installation of Chromebooks with a two-tier payment structure (50 percent upon delivery order issuance and 50 percent upon successful acceptance and testing), plus additional managed services including Mobile Guardian Campus security monitoring software at $21.25 per device for up to 2,500 devices, and a Mobile Guardian renewal quote of $53,125.00 for 2,500 devices for the period June 30, 2025, through June 29, 2026. The contract includes a $6,000 total shipping cost for up to 2,000 devices. Payment terms are Net 45 days via electronic funds transfer, and the contract permits extended purchasing through P-Card and Direct Voucher (PRC) payment options. Change Notice No. 4, effective February 27, 2026, updated accessibility requirements to mandate WCAG 2.1 Level AA compliance beginning April 24, 2026. MDOC-specific requirements include background screening, LEIN clearance for all contractor personnel with facility access, and compliance with facility security protocols and the MDOC Vendor Handbook. Pricing remains firm with no increases authorized except for additional licenses at the rates specified in the pricing schedule.
