About this file
This is a master services contract between the State of Michigan, Department of Technology, Management and Budget (DTMB), and Plante & Moran PLLC for financial accounting, integrity oversight monitoring, and auditing services. The contract was executed November 1, 2021, and is effective through October 31, 2024, with options to renew for up to two additional one-year periods. The contract serves as a prequalification vehicle allowing State departments and MiDEAL members (local units of government, school districts, universities, community colleges, and nonprofit hospitals) to procure specialized financial and compliance services on a fast-track basis. Four contract change notices have been issued, the most recent exercising all three available one-year renewal options, extending the contract expiration date to October 31, 2027.
The contract provides a broad range of services including compliance accounting and auditing, forensic accounting, internal controls evaluation, grant administration, financial forecasting, budgeting, cybersecurity assessments, information technology systems evaluation, municipal finance advisory services, engineering and planning support, pension and OPEB analysis, and technical support for school district improvements. Services are structured as a two-tier procurement model: Tier 1 prequalifies the contractor, and Tier 2 involves issuing specific statements of work (SOWs) with defined deliverables, timelines, and pricing to individual State departments or MiDEAL members. Contractor pricing is hourly-based with rates ranging from $135–$190 per hour for Consultant/Staff Accountant positions to $385–$420 per hour for Partners, and must not exceed the maximums specified in Schedule B. The contract requires compliance with State IT policies, data security standards including FISMA and NIST requirements, ADA accessibility standards (WCAG 2.1 Level AA effective April 24, 2026), and maintenance of comprehensive insurance coverage including professional liability ($3,000,000 each occurrence) and cyber liability ($1,000,000). Payment is made via electronic funds transfer with net 45-day terms, and a 0.75% administrative fee is assessed on all payments. The contract includes service-level agreements with liquidated damages provisions and is available to extended purchasing program members beyond the State.
