PERFORMANCE WORK STATEMENT

1.0 BACKGROUND.

1.1 Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY) is a U.S. Navy regional industrial center that maintains, overhauls, and repairs vessels of the U.S. Navy. Its industrial operations provide U.S. naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support submarines, surface vessels, and shore based activities in the Pacific.

1.2 PHNSY requires a notification system that can notify PHNSY populace (military, civilian and contractors ~ over 6,000 personnel), senior leadership, focused program POCs, and concerned public with emergency information or critical guidance during special events or conditions. The current process depends on ability to access the Navy Marine Corps Intranet (NMCI) system and that NMCI is connected / operational with the rest of the internet to support issuance of notifications to the respective cellular/home phones and pagers. PHNSY currently utilizes CNRH AtHoc / Wide Area Alert Network (WAAN) system which is not definable down to PHNSY employees/areas and the software currently resides on the NMCI network which makes reliability

/ accessibility from outside the NMCI network a major single point failure concern.

2.0 SCOPE.

PHNSY requires a Contractor to provide rapid emergency notification system services to PHNSY personnel for one year and options for four additional years.

3.0 PERFORMANCE REQUIREMENTS

3.1 Provide unlimited phone call, text & email messages to the recipients. Provide Organization specific customizable caller ID, greetings, and broadcast settings. The system must be able to issue alpha-numeric text messages to pagers. As a minimum, provide the ability to contact work, home, 2 separate cellular phone devices, 2 separate email addresses, and a pager device for each registered contact.

3.2 Provide the ability for mobile/remote publishing interface (e.g. smartphone applications to support issuance of emergency notifications/updates, access from public computers). The system shall have a web-based publication interface, and the ability for HTML editor to support advanced publication messaging and the ability to develop/provide/utilize message templates. The system must be accessible from outside the Navy-Marine Corps Intranet (NMCI) and not be required to reside within the PHNSY network.

3.3 The system shall allow for multiple user accounts for system management (e.g. manage public/private group memberships). The system must have an import tool for contacts/databases. It shall provide flexible role-based access controls to manage user permissions.

3.4 The system shall have the ability to schedule messaging and attach images, documents, and PDF files to the messages.

3.5 The system shall support mobile keyword and zip code registration. Automatic address geo-coding for contacts. Map based drawing and selection tools and imported shape files (e.g. Google Maps, Bing Maps, ESRI).

3.6 The system shall provide a customized registration widget for personnel self-registering in the system.

The system will also provide the ability for people to opt-in subscriptions for notifications via a website.

3.7 The system shall provide the ability to perform public and private group notifications. The system must have the ability to integrate with social media.

3.8 The system shall have the ability to support Integrated Public Alert Warning Systems (IPAWS) publication and National Weather Service (NWS) rebroadcast without requiring additional subscription service (e.g. third party). The system shall receive customized message based on content for weather types, severity, and location for near real time monitoring. The weather alerts must support lightning, tornadoes, hail, extreme temperatures, high winds, flash flooding, and flooding.

3.9 The system shall have the ability to make in excess of 90,000 calls simultaneously utilizing text-to-speech technology. Provide the ability for automatic retry for unconnected calls to maximize delivery rates and ability to throttle message delivery to mirror regional capacity

3.10 The Contractor shall provide 24-hour, 7 days/week live telephone/email/web support for system issues and provide a robust reporting and analytics measurements/displays. This support shall include utilization of contractor provided support to initiate necessary notifications remotely in the event that PHNSY cannot access the system via internet/mobile/remote interface. Contractor must identify how they plan to meet these requirements.

3.11 The Contractor shall provide 24-hour operational status. The Contractor shall notify the Technical Point of

Contact (TPOC) of emergency outages, and two weeks advance notice of any preventative maintenance.

Any maintenance outages shall occur during low work periods (9:00 PM to 6:00 AM, Hawaii Standard Time) with outages not lasting longer than 6 hours at any one time.

3.12 The system will provide the ability to update individual contact information that can be automatically promulgated across all the different notification lists/groups. The system will provide the ability for unlimited nested static and dynamic groups. Contact filtering based on custom criteria. Provide self-service single contact record adjustments.

3.13 The system must be FEDRAMP certified to provide necessary certifications (API) to interface with existing NMCI network to support desktop notification capability. Provider must have an Authorized FEDRAMP Authorization of MODERATE by the proposal submittal date. Ability to publish notifications directly to website and services that support API access via HTTPS using “Web Posting”.

3.14 The system will allow for unlimited mass notification templates that can be customized and staged by the organization for rapid updating/issuance.

3.15 The system must provide one-screen broadcast creation workflow for speed message creation and reduce human error. It must also have the ability to send standard, polling, or on-the-fly “One-Touch” conference call messages.

3.16 The system must provide real-time reporting for improved situational awareness and easier after action analysis.

3.17 A transition plan (not to exceed 3 pages) must be provided. The plan shall address how the contractor will provide a seamless transition to prevent loss of capability to PHNSY for mass warning notification events on day one of the period of performance as identified in CLIN 0001. The plan shall address how the offeror intends to convert incumbent database/information to the selected system utilizing an editable excel (.CSV) file to be compatible for conversion/upload purposes. Additionally, the plan shall explain how offeror intends to complete necessary training to PHNSY personnel/operators on use of the notification system.

3.18 Mitigation plan (not to exceed 3 pages) shall be provided by the contractor with quote submission if an artificial intelligence (AI) component is included in the contractor’s system pertaining to crisis assessment, evaluation, and communication. The mitigation plan shall include preventative measures taken to ensure PHNSY information are not gathered and promulgated with the public, organizations or systems.

CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical Approach

(ii) Price

Technical Approach is considered more important than price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM TO FAR 52.212-2

1. EVALUATION

a. Basis for Contract Award

This evaluation is conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) 8.405, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS). These regulations are available electronically at the Federal Acquisition Regulation website, https://www.acquisition.gov/. .

Basis of Award: The Government will select the best offer, which conforms to the solicitation requirements, is deemed responsible IAW FAR 9.1, and provides the best value to the Government. The evaluation decision will be based on an integrated assessment of the quote against all evaluation factors in the solicitation. The evaluation may result in an award to a higher technically rated, higher priced quote, where the decision is consistent with the evaluation factors, and the Government reasonably determines that the technical approach of the higher priced quote outweighs the price difference. The evaluation factors are as follows:

Factor 1 – Technical Approach The technical approach will be rated IAW the following technical ratings.

TABLE 1- TECHNICAL RATINGS

RATING DESCRIPTION

Outstanding Quote exceeds the requirements in the solicitation and demonstrates an exceptional technical approach to meeting the requirements of the PWS.

Acceptable Quote meets the requirements in the solicitation and demonstrates an adequate technical approach to meeting the requirements of the PWS.

Unacceptable Quote does not meet the requirements in the solicitation and demonstrates an inadequate technical approach to meeting the requirements of the PWS.

A quote receiving a technical approach rating of “Unacceptable” will be ineligible for award.

Factor 2 –Price The overall price will not be rated or scored and will be evaluated for price reasonableness.

b. Solicitation Requirements, Terms and Conditions

Contractors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors. The Government reserves the right to determine any such exceptions unacceptable.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract.
