ARCHITECTURAL AND ENGINEERING SERVICES

The Montgomery County Board of Education (Board) is seeking proposals for Architectural and Engineering Services for its ten public-school campuses serving approximately 3700 students. Facilities range from 2020 constructed buildings totaling 310,000 sq. ft to pre- 1960 buildings of 10,000 sq. ft. In total, the Board oversees approximately 1 million sq. ft of facilities on 100 acres. Campuses include classrooms, vocational areas, gymnasiums, auditoriums, nutritional facilities, offices, and athletic fields. Capital replacement and repair needs have been identified at each campus and include but are not limited to structural repair, roof replacement, chiller, boiler, and cooling tower replacement, controls, roadway and parking reconfigurations, as well as complete campus renovations.

The Board is hereby soliciting responses from capable and experienced architectural/engineering firms. It is incumbent upon the architects to form a team that fully addresses the needs and requirements of the Board. Design services will be procured through a qualification-based selection process, without regard to fee, in accordance with G.S. 143-64.31, G.S. 143-64.32, and G.S. 115C-521(E).

The A/E Design Team shall demonstrate experience working with Authorities Having Jurisdiction (AHJ) (e.g., EPA, DENR, building inspectors, NCDPI, NCDOT, et al.) and the capability to integrate an efficient traffic configuration, civil and stormwater design, programming, life cycle costs analysis, daylight and energy modeling, and building designs that support curriculum and modern instructional needs. The Projects may seek environmental and energy certification through nationally recognized programs including, but not limited to, LEED, CHIPS, and Energy Star.

The deadline for receipt of responses is 3:00 PM on Monday, September 15, 2025.

Following review of responses, the Superintendent will recommend, and Board will evaluate, a short list of A/E Design Teams, with a final selection to be made in October 2025.

The response shall contain no less than the following:

• Four sets of submittals in 8.5” x 11” hard copy format, not to exceed 25 pages in total length.

• A letter of interest and statement summarizing the entire team’s composition, interest, qualifications, experience, and special qualifications for this type of work.

• An organized flow chart illustrating specific team members, their respective positions in their firms, and their roles in the performance of design and administrative work. The lead designer for each specialty must be clearly identified.

• A list of comparable projects performed by the firm, including client references.

• Photographs, graphic illustrations, and reports from comparable projects completed by the firm.

• Evidence of successful experience working with a Commissioning Agent to verify project design, functionality, and efficiency.

• Evidence of successful experience satisfying energy and safety certification programs that recognize energy efficiency, indoor air quality, and environmentally responsible design, construction, and operation, including, but not limited to, LEED, CHIPS, and Energy Star.

• Evidence of successful experience and efficiency in working with AHJ’s, NCDPI, NCDOT, and other entities normally involved in the development of standards and in the design and review of school construction projects.

• Evidence of successful experience with applicable USDA requirements and processes.

• Certification that the entity or any affiliated entity is not, nor has ever been, debarred from doing business with the State of North Carolina or federal government.

• A schedule demonstrating the typical completion times of comparable projects previously completed.

• A statement noting the entity’s proximity to, and familiarity with, the area where the projects are located.

Professional services for each team will be rendered using a modified architect/owner contract.

The Board shall not be bound to use the appointed A/E team. Proposers are advised that for any specific project the Board may retain the services of another Architect or Engineer.
