About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition document for commercial products under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. The procurement (requisition number 2126406B3000DZ068) involves the purchase of three distinct parts manufactured by HotStart Inc., located at 5723 E. Alki Avenue, Spokane, WA 99212 (UEI: CY1ER2LXB533). The required items are: 100 junction boxes (P/N JBA4912-4; NSN 5975-01-649-2246), 50 wiring harnesses (P/N A32032-C3; NSN 5995-01-648-8374), and 60 wiring harnesses (P/N PRA144067-000; NSN 6150-01-666-0706). The estimated total value is stated as over the micro-purchase threshold but at or below the simplified acquisition threshold (SAT).
The justification is based on a brand name restriction, asserting that these parts are peculiar to HotStart and that technical data necessary for assessing equivalent or alternate equipment is unavailable. The Coast Guard determined that proper manufacturing drawings, specifications, tolerances, test procedures, and other relevant manufacturing information are essential for these critical components, as any unauthorized manufacturing attempts could result in major mission degradation and improper asset operation. The contracting officer's fair and reasonable price determination methods include market research, comparison of proposed price with prices found reasonable on previous purchases, and comparison with similar items in related industries. The document was signed by the Technical and Requirements Point of Contact (HALL.CHRISTOPHER.A.1045651165) on May 11, 2026, and by Contracting Officer DUFFEY.BRYAN.ANTHONY on June 14, 2026.
