About this file
This document is a Justification for Other Than Full and Open Competition (JOTFOC) for the U.S. Coast Guard's procurement of various engine parts from Yanmar American Corporation. The document justifies a sole-source acquisition under 10 U.S.C. § 3204(a)(1) for engine parts supporting vessels with Yanmar engines, specifically citing that only Yanmar possesses the critical technical data, manufacturing drawings, specifications, and tolerances required to ensure proper fit, form, and function.
The document details that the engine parts are essential for vessel safety and mission readiness, and that alternative vendors cannot guarantee the same level of technical precision. The Coast Guard conducted market research but determined that Yanmar is the only source capable of providing these specific parts without potential fabrication issues. The procurement involves multiple engine part types including air cleaners, mufflers, clamps, hoses, rings, gaskets, and plugs, with a delivery requirement of on or before 06/28/2025. The justification emphasizes that the technical information for these parts remains proprietary and controlled exclusively by Yanmar American Corporation.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT
WILL MEET THE GOVERNMENT’S REQUIREMENT.

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE. The purchase of various Engine Parts.
The parts are in support of the engines installed on 27’ SPCSW. Vessel: Multi. (See Enclosure 1). The various Engine Parts are provided by the Original Equipment Manufacturer (OEM), Yanmar American Corporation or their distributors.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. The technical data for the various Engine Parts required to make an accurate assessment of equal or alternate equipment meeting the Coast Guard’s performance, fit, form and function requirements for this procurement is unavailable.
The proper operation of the above parts is critical for the safety of both crew and vessel alike, especially during underway operations, where engine integrity is of the utmost importance. Failure of the various Engine Parts would place a unit in a hazardous situation with the loss of engine integrity, possibly placing the vessel in a immobile situation unable to carry out the mission. Any attempt to manufacture this item without the proper (OEM) parts and access to OEM reproduction manufacturing drawings, spec, tolerances/parameters, test procedures and other relevant information, could lead to major mission degradation. Therefore, all replacement parts offered shall be only “official brand” (OEM) parts.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE). Researched the Internet for vendors available to provide the various Engine Parts, Yanmar American Corporation or their distributors, are the suggested source that can provide the various Engine Parts. Searched for other vendors capable of supplying the various Engine Parts. While other vendors produce the various Engine Parts, to deviate from the installed brand may require fabrication upon installation.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
Yanmar American Corporation is the suggested source that can provide the various engine parts to support the installed equipment.
Yanmar American Corporation is the sole possessor of the drawings and other technical information required to properly manufacture the various Engine Parts. Another vendor’s parts may not contain the same fit, form and function. The installation of Yanmar American Corporation, parts will ensure the continuity and configuration of the various Engine Parts installed at Coast Guard units. The Coast Guard does not have any technical information to deviate from the parts installed; another vendor’s offer may lead to fabrication being necessary for installation.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE. This is a proprietary commercial item of the proposed contractor. The reproduction of manufacturing drawings, specifications and other technical data related to this item were never purchased by the U.S. Coast Guard and therefore are controlled by and remain the sole property of the OEM.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. COR will continue to conduct market research in the attempt to locate vendors that can satisfy the needs of the Coast Guard including a requirement for manufacturer’s engineering drawings, detailed parts lists, design or testing procedures, and other relevant information concerning this item.
