Summary: RFI for Objectives and Key Results Tracking and Reporting Platform

This is a Request for Information (RFI) issued by the California Health and Human Services Agency, Office of Technology and Solutions Integration (CalHHS OTSI), seeking qualified vendors to provide a cloud-based, Software as a Service (SaaS) performance management platform for tracking objectives and key results (OKRs). The State currently uses Excel spreadsheets and Power BI for OKR tracking and seeks to advance performance management services with a highly scalable, reliable, flexible, and feature-rich platform. CalHHS OTSI requires the platform to enable multi-level access for viewing, reporting, and updating individual OKRs while maintaining change logs for progress tracking. The RFI was released on July 24, 2026, with vendor questions or clarifications due by August 7, 2026, State responses provided by August 14, 2026, and RFI responses due by August 28, 2026. Vendor demonstrations may be held at a date to be determined. This RFI is for information and planning purposes only and does not constitute a binding solicitation or contract; responses become property of the State and may be subject to the California Public Records Act.

Vendors must submit detailed responses addressing their experience in developing similar IT systems in the public sector, technical and business implementation assumptions, client experience with solutions, help desk support policies, and pricing models including one-time versus ongoing costs. The State requires vendors to confirm whether their solutions meet 25 key requirements, including an intuitive user interface, data visualization capabilities, commercial off-the-shelf status with successful implementation in at least three public agencies within five years, full system integration without code modifications, role-based security, remote access via secure web browser with single sign-on, and GenAI technology disclosure. No specific pricing information is provided in the RFI, and vendors are responsible for all response preparation costs. Submitting a response to this RFI does not guarantee consideration for future solicitations, nor does declining to respond preclude future bid eligibility.

Background The current CalHHS IT and Data Strategic Plan (hereinafter referred to as “Plan”) presents an execution-focused roadmap for technology and data, recognizing their interdependencies and the need to address them in tandem. As CalHHS continues to build its understanding of the populations it serves, CalHHS will also identify and monitor indicators of progress towards the Plan’s objectives. These indicators of progress will be captured in a performance and value measurement plan utilizing OKRs. Measuring success and derived value is critical to meeting the objectives and strategic priorities of the Plan. The CalHHS OTSI is currently using Excel spreadsheets and Power BI to track OKRs.

Scope The CalHHS OTSI is seeking to procure a SaaS performance management platform that is highly scalable, reliable, flexible, and feature rich. The goal is to advance how CalHHS OTSI performance management data is used to be more efficient, innovative, accessible, and transparent while driving continuous improvement and strategic prioritization.

The platform should allow management and staff to have multi-level access for viewing, reporting, and updating individual OKRs. The system will log OKR changes and updates so progress can be reported. Key requirements are fully detailed in Attachment A.
