About this file
This document comprises a series of contract change notices for an indefinite delivery vehicle awarded by the State of Michigan Department of Technology, Management and Budget (DTMB) Central Procurement Services to Kunz Leigh & Associates Inc. (KL&A). The contract supports the Michigan Department of Natural Resources (DNR) and involves the rewrite of the Michigan Forest Inventory (MiFI) system and maintenance, operations, and enhancements for the Vegetation Management System (VMS) suite of applications. The initial contract was effective September 8, 2021, with an expiration date of September 8, 2026, and includes five one-year option periods.
The contract encompasses software development and maintenance services for critical forest management applications that support approximately $50 million in annual DNR revenue from timber sales and related activities. Pricing varies by change notice and resource type, with developer and specialist hourly rates ranging from $130 to $200 per hour. Change Notice 13 (effective 12/22/2025) added $25,000 for transition services through March 30, 2026, bringing the estimated aggregate contract value to $6,270,450. Previous change notices addressed VMS maintenance and support ($431,250 in CN12), MiFI enhancements ($706,800 in CN9), and extended development sprints ($705,600 in CN8), among others. Payment terms are net 45 days, with invoicing structured monthly or by sprint completion. The State provides no travel expense reimbursement, and work is performed at KL&A's location in Lathrup Village, Michigan, with remote options as appropriate.

Brief description of services to be provided:
BACKGROUND:
The Michigan Department of Natural Resources is committed to the conservation, protection, management, use, and enjoyment of the state’s natural and cultural resources of current and future generations. Management of state forest, parks and game area lands is dependent upon a current inventory of forest resources, which is accomplished with the Michigan Forest Inventory (MiFI) system. MiFI and the Vegetation Management System support a critical business function of the DNR in the form of forest inventory, prescription of forest treatments and execution of commercial timber sales, which annually provide about $50 million in revenue to the DNR.
The purpose of this SOW is to provide hourly support from KL&A to perform a transition-like effort.
DNR is opting out of a full application transition due to cost constraints. This effort will fully satisfy the Transition Responsibilities of the contract and will conclude no later than 3/30/26.
PROJECT OBJECTIVE:
The objective of this Statement of Work is to discontinue Contractor’s Maintenance and Support and Warranty services for the applications under contract MA # 210000001344. Discontinuation of services will be effective on 1/1/2026 and the hourly support for transition will conclude on 3/30/2026.
The projects covered under contract 210000001344:

PROJECT OBJECTIVE:
The Department of Natural Resources (DNR) and the Department of Technology, Management, and Budget (DTMB) have requested that Kunz, Leigh & Associates (KL&A) propose maintenance and support services and cost for the following applications:
• Vegetative Management System (VMS),
• VMS Customer Utility (CUT),
• Timber Sale Online Bidding (OLB),
• VMS Field Inspections Application (VFI),
• Michigan Forest Industry Directory (MFID),
• VMSPortal.
The proposed maintenance and support period will start on June 3, 2025 and end on December 31, 2025. As part of the request and due to budget constraints for 2025, DNR and DTMB have requested that KL&A propose minimum services or “keep the lights on” coverage. KL&A understands the request and has designed the services and cost in this proposal accordingly.
IT CHANGE NOTICE
Version 1 (11/2024) 2
Another change as part of this proposal is to the pricing model. DNR has requested the pricing model change from a capacity pricing model to a fixed price model. The most significant impact to DNR as part of this change is the removal of enhancements from the work stream. Under the current capacity model, the team is providing maintenance, operations, and enhancements. The proposed model will provide maintenance and support services only.
To control costs, KL&A proposes limiting all activities to essential services. Our proposal is to cover only Critical service level incidents under the service level agreement (SLA), provide a defined time block of support hours, and defer all other incidents and activities to the future. KL&A sees this approach as a temporary solution to the 2025 budget constraints.
Section 24 (Maintenance & Operations) of the contract is the primary area of the contract that needs to change as part of this proposal. KL&A has included that section of the contract in this document as a subsection of the Scope of Work.
SCOPE OF WORK:
KL&A will move the VMS suite of applications from maintenance, operations, and enhancements to maintenance and support services. As part of maintenance and support services KL&A will cover only Critical service level incidents under the service level agreement (SLA) and provide a defined bucket of support hours. To communicate the changes clearly, we have included Section 24 of the contract as a subsection.
To ensure that all parties are on the same page and the changes for this proposal are clear, below is a list of activities commonly executed during the prior months of VMS maintenance that will not be included in this period of service:
• Enhancements
• Unlimited data-fixes
• Unlimited support
• Operations activities
In addition to the removal of the above VMS activities there are VMS activities that will be deferred to the next maintenance and support agreement or to a separate statement of work. These activities include:
• Scheduled maintenance releases
• Technical upgrades (frameworks, database, servers)
• Documentation updates
IT CHANGE NOTICE
Version 1 (11/2024) 3
In the following sections KL&A has separated maintenance and operations activities for MiFI from the proposed maintenance and support activities for VMS. The original section is divided into two subsections, one for MiFi and one for VMS. The goal is to provide clear lines of engagement for maintenance for both.
The scope of the framework upgrades is covered in the section titled ‘Framework Upgrades’
Definitions for Maintenance & Operations and New Enhancements:
• Maintenance & Operations means fix problems/errors as defined in SCHEDULE D - SERVICE LEVEL AGREEMENT; answer questions through a helpdesk during Support-Hours; and any necessary fixes to ensure systems are continually working with the ESRI software.
• New Enhancements means new functionality/new requirements (outside of ESRI fixes). These will be conducted on a time and material basis with the addition of a Statement of Work (SOW) to the Contract. See Section 23. NEW
ENHANCEMENTS.
Support-Hours:
Contractor’s support model will provide support during business hours. Contractor will provide support Monday through Friday, 8:00 a.m. to 5:00 p.m. EST. No overtime will be authorized or paid. The State is not obligated to provide State management of assigned work outside of normal State working hours. The State reserves the right to modify the work hours in the best interest of the project. Contractor shall observe the same standard holidays as State employees. The State does not compensate for holiday pay.
Contractor will not be reimbursed for travel expenses or travel time.
MiFI Maintenance & Support
• Maintenance and Operations for MiFI will start immediately after Warranty Period. All functionality of new MiFI 1.0 will no longer be in warranty beginning on November 1, 2025. This Change Request covers Maintenance of the MiFI 1.0 functionality from November 1 through December 31, 2025.

IT CHANGE NOTICE
Version 1 (11/2024) 6
Framework Upgrades Summary:
Upgrade the VMS application from Angular version 7 to Angular version 18. No changes will be made to MiFI, MiFI Mobile, or MFID at this time; these applications will remain on Angular version 13.
Justification:
This change reflects a decision to proceed with the most limited scope among the previously evaluated options. It offers the lowest immediate cost by focusing solely on modernizing the VMS application. It addresses technical debt and security risks associated with Angular 7 while deferring upgrades to other applications. Upgrading VMS also requires an update to VMSPortal, which is included in this scope.
Assumptions:
The current plan assumes that MiFI, MiFI Mobile, and MFID will be upgraded to Angular 18 or a later version in 2026 as part of a future initiative.
Payment Schedule:
Payments for the maintenance value will follow the payment schedule consistent with the contract, evenly distributed throughout the maintenance period or upon completion of applicable deliverable(s):

PROJECT OBJECTIVE:
Contractor will provide a rewrite of DNR’s Michigan Forest Inventory (MiFI) and MiFI Mobile systems and will provide Maintenance, Operations and Enhancements for the VMS suite of applications.
SCOPE OF WORK:
This Change Notice covers the Maintenance, Operations, and Enhancement (MOE) work for VMS from April 7, 2025 through May 30, 2025.
The VMS maintenance team currently consists of the following:
1. Project Manager (shared with MiFI)
2. Business Analyst
3. Developer/Programmer – Maintenance and Operations
4. Developer/Programmer – Maintenance and Enhancements
This Change Notice extends Maintenance, Operations, and Enhancements (MOE) support for the Vendor Management System (VMS) used by the Department of Natural Resources (DNR) for an additional four sprints (eight weeks). The
IT CHANGE NOTICE
Version 1 (11/2024) 2 extension is necessary to ensure continued system stability and functionality while the vendor, KL&A, finalizes a new pricing model for long-term maintenance through the end of the year.
Due to recent economic constraints, DNR is unable to fund the originally recommended resource levels for ongoing VMS support. As a result, this extension will continue under a capacity-based approach with the following allocated resources:
1. Developer/Programmer – Full-time
2. Business Analyst – 50% allocation
3. Project Manager – 25% allocation
This Change Notice allows the DNR to maintain essential VMS operations while working within its current budget limitations. The temporary extension will also provide time for KL&A to finalize its revised pricing structure for future maintenance and support.
The resource allocations defined herein are exclusive to the following VMS-related apps
1. Vegetative Management System (VMS)
2. Online Bidding (OLB)
3. Michigan Forest Industry Directory (MFID)
4. VMSPortal
5. VMS Field Inspections (VFI)
6. Customer Utility (CUT).
The MiFI and MiFI Mobile applications are covered under the 1-year warranty period as defined in the original contract. Any work done on MiFI and MiFI Mobile must be part of the Service Level Agreement and will require additional resource allocation, without additional charge.

This Change Notice proposes extending Maintenance, Operations, and Enhancements (MOE) support for the Vegetative Management System (VMS) used by the Department of Natural Resources (DNR). The DNR requires updates to the Good Neighbor Agreement (GNA) management component of the VMS system. This Change Request adds capacity to address the following items in order of priority:
1. Correct GNA Report Calculations – The GNA reports exhibit inconsistent summations of monetary values. These miscalculations cause extraneous work for DNR resources.
2. Generate Consolidated GNA Report – Currently users generate multiple reports and manually consolidate them. Multiple reports were needed for GNA billing, but the DNR no longer needs that functionality. The options for multiple reports will be removed and only the consolidated version will be available to generate.
IT CHANGE NOTICE
Version 1 (11/2024) 2
3. Remove Discontinued Sales in GNA Report – The GNA Reports are displaying discontinued sales that were created as duplicates to remedy issues with sequenced proposals. These sales should be removed if the corresponding duplicate is listed in the report.
4. Change Sort Order on SPA Mod List – The current GNA Agreements page lists all the SPA mods in an unsearchable table. This change will add search functionality to the table.
5. Add Forest Wide Option to Ranger District Drop Down – For Non-Timber projects in a SPA Mod, a Forest Wide option will be added to the Ranger District drop down.
6. Add Label on No Sale GNA Report – The system currently does not add a label to GNA reports that are associated with no sales. The report should be modified to add a label to all GNA reports regardless of the number of associated sales.
To remedy these issues, KL&A will provide a developer at 50% capacity for 4 sprints.
Changes to Budget The following investment will be added to the budget:
# Resource Hours in a 2-week sprint
Hourly Rate Sprint Total Number of
Sprints Total
Investment
1 Developer 40 $ 150.00 $ 6,000.00 4 $ 24,000.00

1 Developer – One Developer/Programmer will be allocated to the VMS project at 50% capacity for 4 sprints.

Changes to Schedule
This Change Notice requires no alterations to the FRD MOE Sprint Schedule. The previous change notice for FRD MOE Sprint 7-10 did not account for Memorial Day.

Sprint Duration Start End
FRD MOE Sprint 7 10 days Mon 04/07/25 Fri 04/18/25

Each sprint will correspond with an invoice line item and will be sent to the State on the first business day of the month following the end of the sprint. The invoicing cadence will follow the same cadence as defined in previous Change Notices. An additional invoice will be sent each month to accommodate the additional resource. The invoicing cadence for the additional resource is defined below.
