Contract Summary

This is a state contract and associated change notices between the State of Michigan, specifically the Michigan State Police (MSP), and Avfuel Corporation for the provision of aviation fuel. The contract, numbered 210000000695, became effective on May 3, 2021, with an initial expiration date of May 2, 2024. The contract includes three one-year renewal options exercised through change notices. The contract covers the supply of Jet A Turbine Fuel meeting ASTM D1655 specifications and 100LL Aviation Gasoline meeting ASTM D910 specifications, delivered via tank wagon to MSP's Aviation Unit at 2615 Port Lansing Road, Lansing, Michigan. Pricing is structured with base differentials applied to market indices: Jet A pricing consists of a differential of $0.22765 per gallon (as of the most recent change notice effective May 3, 2026) added to the weekly average of Platts US Gulf Coast Jet 54 Pipeline Mean, while 100LL pricing is calculated by subtracting $0.1400 per gallon from Avfuel's posted airport price at Capital Region International Airport (KLAN). Minimum delivery requirements are 7,000 gallons of Jet A and/or 4,000 gallons of 100LL per order, with deliveries required within four business days. Payment terms are Net 30 via Electronic Funds Transfer. The estimated aggregate contract value is $659,283.17, with the contract automatically extended through May 2, 2027 following the exercise of the third and final option year. Service level agreements establish 100% compliance standards for timely deliveries with financial credits ($100-$500) assessed for non-compliance occurrences.
