4. Reason for Authority Cited: Based on comparison with a similar product in the marketplace, UWorld offers the best combination of licensed study and test preparation resources for interns, Family Medicine residents, and Internal Medicine residents. The single interface makes training and support efficient, and the “Lifetime of the Resident” pricing makes it a good value. These question banks increase the likelihood of interns passing their licensing examinations to progress in their residencies; the questionbanks increase the likelihood of senior residents passing their board certification exams and successfully graduating from their residency programs. Increased likelihood of passing licensing and certification exams is a significant intangible benefit to the Government consistent with the mission of the US Army Medical Command.
5. Efforts to Obtain Competition: In accordance with FAR 5.201 this action with the J& A will be posted as a Special Notice of Intent to Beta SAM FBO.
6. Actions to Increase Competition: A general competitive effort is made by the library staff throughout the requirement review process which considers the applicability of products from various sources to determine the product that best meets the needs of the interns and residents. In addition, the intended contractor is the only source capable of serving the same interns and residents over the life of their residency.
7. Market Research: This requirement is for exam preparation services, NAICS code 611691. Internet research has identified a few companies that can provide parts of this requirement, but not all of it. 008590473, CAGE: 7LE20); NEJM+ (DUNS: 075357079, CAGE: 8L599); The Pass Machine (DUNS: 016073724, CAGE: 5YN50); Rosh Review LLC (DUNS: 078649636, CAGE: 7YV326). UWorld (DUNS: 968061544, CAGE: 6USX4) is the only vendor that offers this combination of exam preparation question banks and a subscription that follows the resident from first year through graduation. Market research began 27 JAN 2020 and continued through 14 MAY 2020.
