About this file
This is a Request for Qualifications (RFQ) issued by the City of Palmdale, California for multidisciplinary consulting teams to complete the Base Phase (Pre-NEPA) services for the 20th Street East Corridor Improvement Project (City Project No. 930). The scope of work includes project management, community and stakeholder engagement, a focused school access and circulation study, existing-conditions and safety analysis, development and evaluation of improvement alternatives, an Avenue R-8/20th Street East intersection feasibility study, concept-level preliminary engineering, environmental scoping and technical studies, and preparation of a Project Report. The services are limited to preliminary design work permissible before completion of the National Environmental Policy Act (NEPA) review, consistent with Federal Highway Administration (FHWA) Order 6640.1A. Final design, right-of-way acquisition, utility relocation, construction documents, construction, and construction support are excluded from this procurement unless separately authorized following environmental clearance and future FHWA obligation. The selection process will be qualifications-based in accordance with applicable federal, State, and City requirements, including City of Palmdale Ordinance 1398.
The RFQ does not specify pricing terms, contract award dates, response deadlines, site visit requirements, or bidder's conference details within the provided document summary. Funding source and project budget information are not detailed in the available file. The procurement follows qualifications-based selection procedures rather than price-based competition, indicating that consultant teams will be evaluated primarily on their professional qualifications, experience, and technical capabilities. Additional complete details regarding submission requirements, evaluation criteria, and administrative procedures are referenced as being available in the full RFQ document.

Other Details The City of Palmdale received a Fiscal Year 2024 Safe Streets and Roads for All (SS4A) Implementation Grant from the U.S. Department of Transportation for the 20th Street East Corridor Improvement Project.
Federal Award No. 693JJ32640402 became effective March 10, 2026. The grant provides $5,382,164 in federal funds for the overall project, with $330,000 currently obligated for the Base Phase (Pre-NEPA).
The Base Phase budget period extends through April 30, 2027.
The executed grant agreement defines the Base Phase as community outreach, feasibility study, environmental study, and Project Report. The Base Phase is intentionally limited to Pre-NEPA project development.
The Consultant shall develop the technical, environmental, operational, and concept-level engineering information needed to support informed decision-making, establish an approximate project footprint, compare reasonable alternatives, identify a recommended improvement strategy, prepare reliable planning-level costs, and define a clear path into future Phase 1 final design.
Project Objectives
• Improve safety for all roadway users, with particular emphasis on students and other vulnerable road users.
• Evaluate and improve school arrival, dismissal, pickup, drop-off, parking, walking, bicycling, and transit conditions associated with Palmdale High School, Sage Academy Middle School, and Tamarisk Elementary School.
• Conduct meaningful and equitable engagement that informs alternatives and recommendations rather than merely presenting a predetermined design.
• Develop and compare feasible corridor and intersection improvement concepts, including the roundabout and realignment alternatives at Avenue R-8.
• Define the approximate project footprint and identify environmental, utility, drainage, right-of-way, operational, accessibility, and constructability constraints.
• Prepare environmental documentation and technical studies appropriate to the project and as directed by the City, FHWA, and the agency responsible for NEPA approval.
• Prepare a clear Project Report recommending improvements and identifying the work needed to advance into Phase 1 final design.
See RFQ for complete details.
Notes SOQ submissions will be made electronically via PlanetBids.
FEDERAL-AID PROCUREMENT AND CONTRACT ADMINISTRATION
The Consultant shall comply with all applicable terms of the executed SS4A grant agreement, federal statutes and regulations, U.S. Department of Transportation requirements, and City contracting requirements incorporated into the resulting agreement. The City will administer consultant selection, negotiation, contract execution, invoicing, documentation, and records in a manner intended to preserve eligibility for federal reimbursement. Respondents shall identify any requested deviation from the solicitation or sample agreement in the designated deviations and exceptions form.
The selected Consultant shall maintain complete project and cost records, support City and federal audit or monitoring requests, flow applicable requirements down to subconsultants, and cooperate with the City in preparing grant reimbursement and compliance documentation. No work may begin, and no cost may be incurred for reimbursement, before the City issues a written Notice to Proceed for the applicable services.
