3. REQUIREMENTS
The UYX-4 Processor Chassis delivered for evaluation and repair will be referred to as Government Furnished Property (GFP). The Government will ship the GFP to the contractor’s facility at Government expense after a Return Material Authroization (RMA) number has been provided by the contractor. The contractor shall provide all resources (i.e. labor, materials, jigs, fixtures and specialized equipment) to evaluate and repair the GFP. Depending on the level of repair, the repair process shall consist of: abrasive blasting, repair and/or removal and replacement of damaged structural components, removal of existing threaded hardware, conversion coating, powder coating, silk screening and graphics, and installation of new threaded hardware. The repair process may include dip brazing, depending on the level of repair. The Government will provide a list, referencing contract number, and the number of articles included in each shipment stated on the DD Form 1149.
3.1. EVALUATION
The Government will issue a delivery order for evaluation and provide the GFP after an RMA number has been provided by the contractor. Upon receipt of GFP, the contractor shall furnish effort, including labor, material, and facilities as required to perform the evaluation on the damaged asset. In the event that the contractor does not receive the GFP within fifteen (15) days after the delivery order is issued, the contractor shall notify the Requiring Technical Activity (RTA) via email that the GFP has not been received.
Evaluation of a damaged asset shall consist of a thorough visual inspection of the asset. This includes inspecting the structural components, conversion coating, powder coating, and threaded hardware for signs of damage and wear.
Following the evaluation, the contractor shall provide the Government with a summary of the repair action that outlines the recommened level of repair (CDRL A001, Failure Summary and Analysis Report). The levels or repair are defined in Paragraph 3.2 below. The Government shall provide concurrence or request additional rationale for the recommended level of repair within fifteen (15) days of receipt of the repair summary report.
Upon receipt and concurrence of the repair summary, the Government shall issue a modification to the Delivery Order for the repair effort. The contractor shall repair the UYX- 4 Processor Chassis to like-new condition in accordance with (IAW) referenced documents in Table 1.
3.2. LEVEL OF REPAIR DESCRIPTION
3.2.1. Level 1

3.2.2. Level 2
A Level 2 repair shall be an intermediate level of repair. For a Level 2 repair, the contractor shall complete Abrasive Blasting, Removal of Existing Threaded Hardware, Conversion Coating, Powder Coating, Silk Screening and Graphics, and Installation of New Threaded Hardware, per the documents listed in Table 1.
3.2.3. Level 3
A Level 3 level of repair shall be selected when panel(s) are damaged and unusable on the chassis. For a Level 3 repair, the contractor shall complete Abrasive Blasting, Repair and/or Removal and Replacement of Damaged Structural Components, Removal of Existing Threaded Hardware, Dip Brazing, Conversion Coating, Powder Coating, Silk Screening and Graphics, and Installation of New Threaded Hardware, per the documents listed in Table 1.
3.3. REPAIR TASKS
Depending on the level of repair, the repair process may include the following tasking IAW Drawing 511265-000:
3.3.1. Abrasive Blasting
Abrasive blasting shall be performed IAW MIL-STD-1504 to remove corrosion, existing conversion coating, existing primer, existing paint, and/or other surface layers that may prevent adequate adhesion of surface coatings. This shall also be performed in order to expose the welds and dip brazing that hold the chassis together. The abrasive blasting process and blast media shall be selected to ensure the structural integrity of the chassis is not negatively affected.
3.3.2. Repair and/or Removal and Replacement of Damaged Structural Components
Damaged structural components shall be repaired IAW drawing 511265-000. Should damaged structural components be unable to be repaired, damaged structural components shall be removed, fabricated IAW drawing 511265-000, and replaced. Material shall be 6061-T6 Alum Alloy, per ASTM B209, 0.125” thick. Dimensions of the fabricated structural components shall follow the specified tolerances.
Dip Brazing shall be performed, should damaged structural components be removed, fabricated, and replaced. The newly fabricated structural components shall be tack welded to the chassis where cleanup is accessible using weld rod compatible with base material and braze temperatures. The newly fabricated structural components shall be dip brazed to the chassis IAW AWS C3.7M/C3.7. The brazed assembly shall be tempered to T4 temper IAW AMS 2770. Excess tack welds and braze filler material shall be removed flush with adjacent surfaces. The dimensions of the chassis shall follow the specified tolerances once the dip brazing process is complete.
3.3.3. Removal of Existing Threaded Hardware
Existing threaded hardware shall be removed from the chassis to be replaced later in the repair process. Below is a list of existing threaded hardware that shall be removed.

52.211-8 TIME OF DELIVERY (JUN 1997)
(a) The Government requires delivery to be made according to the following schedule:
REQUIRED DELIVERY SCHEDULE
Required Delivery Schedule
Item No. Quantity Within Days After Date of Contract
0001 TBD 15 Days after receipt of GFP
0002 TBD 45 Days after receipt of GFP
0003 TBD 60 Days after receipt of GFP
0004 TBD 90 Days after receipt of GFP
The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
OFFEROR'S PROPOSED DELIVERY SCHEDULE
Offeror’s Proposed Delivery Schedule
Item No. Quantity Within Days After Date of Contract
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
