STATEMENT OF WORK

Statement of Work mailto:raymond.j.molitoris.civ@mail.mil

Electromechanical Vertical Lift Storage System

1.0 Scope

1.1 Statement of Purpose

One of Tobyhanna Army Depot’s (TYAD’s) goals is to reduce in-process inventory and its associated carrying costs. Continuing to implement the use of vertical storage units plays a part in this goal and in the desire to move toward a just-in-time inventory system, where each work area has the right material, at the right time, at the right place, and in the exact amount. In addition, the vertical storage units are intended to greatly reduce “floor clutter” by providing a neat, orderly, accessible storage location for necessary Work-In-Process (WIP) items.

2.0 Functional Requirements

2.1 General Requirements

This specification/Statement of Work (SOW) sets forth the general system requirements for one new vertical lift storage systems to be installed at Tobyhanna Army Depot. It delineates the required performance features along with the delivery, installation requirements associated with this procurement. Used or refurbished equipment is NOT acceptable.

2.2 Requirements Overview

The storage systems obtained as a result of this solicitation shall provide an electromechanical means for storing and retrieving various items. The unit shall be custom-configured according to Tobyhanna Army Depot’s storage requirements to provide the maximum storage capacity per square foot of floor space, by taking advantage of available vertical space. The mechanism shall automatically retrieve a requested storage tray and present said tray at an access area after initiation of a request and automatically return said tray to its storage location before retrieving the next requested storage tray.

2.3 Vertical Lift Requirement

The vertical lift storage system will be used for a diverse variety of parts sizes and weights;

ranging from objects that weigh a few ounces to ones that weigh 170 pounds; therefore, carousel technology will NOT be considered for this purchase. In addition to the variety of sizes and weights of objects placed in TYAD’s storage units; the personnel who utilize the unit may also come from several different (unrelated) work areas, which would make any requirement to “balance” loads between trays completely unacceptable.

2.4 Load Placement

There shall be no requirement to balance loads between trays of the vertical lift storage unit.

Loads (up to the maximum tray capacity) can be placed anywhere upon any vertical lift storage tray without the risk of unbalancing the tray or causing the tray to become bound within the unit.

2.5 Main Structure

The main structure of the vertical lift storage unit will be designed as a freestanding system and will not rely on other nearby columns or walls for structural support..

2.5.1 Steel Construction

The main structure will consist of rugged steel construction to withstand forces put on the structure by torque from the motors and other moving parts such as loaded extractors.

2.5.2 System Enclosure

The vertical lift storage unit shall be fully enclosed on the top and sides to minimize exposure of stored items to environmental dust and dirt.

2.6 Emergency Stop Switch

An emergency stop switch shall be provided to immediately stop motion in the activated vertical lift storage system. The switch shall be bright red in color and located such that it is easily accessible and noticeable in the case of an emergency situation.

2.7 Keyboard Control

A manual keyboard, located at the vertical storage unit shall allow manual and automated storage and retrieval operations.

2.7.1 Manual Mode

In Manual Mode, the functions provided by the keyboard shall include, but not be limited to, such things as enabling the operator to enter the tray number on the operator panel and then having the unit respond by retrieving the requested tray. Also included in the functionality will be the ability to install a new tray, remove a tray, and check for available storage height.

2.7.2 Automated Operational Mode

Automated Operation Mode shall include but not be limited to enabling the operator or a remote computer to request multiple trays; however, only one tray shall be presented at a time.

(A remote computer/personal computer (PC) is not a requirement of this contract.)

2.7.3 Error Messages

2.9 Storage Optimization Programming

Storage optimization programming shall be provided to control storage tray/material placement within the vertical lift storage system. This software shall enable stored items to be placed on a numbered pan, rather than in a specific location. The storage optimization/compression programming then determines the placement of the pan within the system according to the most height-optimized location to the height of the materials being put into storage.

2.9.1 Storage Shelf Spacing

The vertical lift storage system operating with storage optimization programming shall allow for a minimum of ten distinct shelf heights. These heights must be user-selectable or automatic and range in height from a minimum of 2.95 inches to at least 28.00 inches. The vertical storage unit shall be designed for 60% - 6 inch pan spacing and 40% - 12 inch pan spacing, even though some pans may only be 4 inches and some may be 16 inches.

2.9.2 Space Optimization/Compression

The storage optimization/compression programming must accommodate attempts by system users to store materials that are too tall for any of the available locations within the vertical lift storage system (up to 28.00 inch-tall items). In this circumstance, the system user can then utilize the operator control to initiate height optimization/compression on the contents of the unit. The trays in storage will then be automatically relocated within the module to create additional storage space to accommodate the taller materials to be stored, if space exists (up to a maximum of 28 inches).

2.9.3 Utilization Optimization

The vertical lift storage system storage optimization/compression programming will include a feature which enables the system to be instructed via operator control to restore the pans within the unit, placing the most frequently requested pans closest to the access opening for storage.

This feature will dramatically reduce pick rates and maximize productivity of the vertical lift storage system.

2.10 Access Area

An access area shall be provided through which the operator gains access to the stored items.

This shall provide a minimum of 28 inches of vertical access be the space between the lower cover and the bottom of the overhead cross-member. The width of the access area shall be only slightly wider than the storage tray.
