PURCHASE DESCRIPTION
FOR
TORQUE CALIBRATION SYSTEM
1. SCOPE:
The Torque Calibration System is a transducer-based system used by the Air Force Primary Standards
Laboratory (AFPSL) and Precision Measurement Equipment Laboratories (PMELs) as an Air Force
Measurement Standard for calibrating torque wrenches, screwdrivers, and limiters.
2. PERFORMANCE REQUIREMENTS:
2.1. Resolution: The Torque Calibration System shall have an indicator that is able to display a resolution of 0.025% of Full Scale (F.S.) or better of the Transducer being used.
2.2. Range:
2.2.1. Transducer(s) range shall be at least from 10% to 100% F.S.
2.2.2. The Torque Calibration System shall cover from 5 in-ozf to 250 ft-lbf without gaps.
2.3. Units: The indicator shall be able to have selectable units in in-ozf, in-lbf, foot-lbf, N-m, dN-m, cN-m, m-kg, and cm-kg.
2.4. Warm up time: The Torque Calibration System shall have a warm up period not to exceed 10 minutes.
3. FUNCTIONAL REQUIREMENTS:
3.1. Ancillary Equipment: The Torque Calibration System shall include all transducers, indicators, loading system, cables, connectors, and all other components necessary to perform measurements and meet the requirements of this Purchase Description.
3.2. The Torque Calibration System shall be able to manually calibrate click type, clutch type, dial type and beam type torque wrenches and screwdrivers
3.3. The Torque Calibration System shall come with adapters to calibrate different size male and female square and hex drive torque wrenches.
3.4. The Torque Calibration System shall be a “Smart” (Plug and Play) system.
3.5. The Torque Calibration System shall have modes to calibrate dial, break (Snap) action, electronic (digital), deflecting beam, and clutch type torque indicating and limiting devices.
3.6. The Torque Calibration System shall have a menu driven calibration method, and be calibrated without external software.
4. MECHANICAL & PHYSICAL REQUIREMENTS:
4.1. Dimensions and Weight:
4.1.1. The manual loaders footprint shall be no larger than 36 x 24 inch when in operation excluding reaction slide/bars
4.1.2. The Torque Calibration System shall weight no more than 500 lbs.
4.2. Power: The torque calibration system shall use an external power supply that shall be within the range of 90V AC to 240V AC.
4.3. Model and Serial Number Identification: The Torque Calibration System shall be identifiable by manufacturer, model or part number, and serial number for identification. Unique item identification shall follow the item Identification and Valuation clause as stated in the contract.
4.4. Carrying/Shipping Case:
4.4.1. A reusable Storage Case shall be rugged, waterproof, and fit the transducers.
4.4.2. Storage case shall be capable of repeated opening and closings without degradation of the reusability of the case.

4.4.3. Storage Case shall have a label that identifies noun, model or part number, manufacturer, and serial number. Unique item identification shall follow the item Identification and
Valuation clause as stated in the contract.
4.4.4. Storage Case shall be secured using latches, and have carrying handles capable to support the weight of the Torque Calibration System and all components.
4.4.5. Storage Case shall be capable of fitting through a 6’X3’ Doorway.
4.4.6. Storage Case shall be no larger than 48 inch x 48 inch x 36 inch.
4.4.7. Storage case will be inspected by the Air Force and shall be free from any defects (i.e. poor molding fabrication, loose materials, damaged or improperly assembled cases, peeling, or chipping of plating or finish, nicks or burrs of metal parts, and post molding warping) which affect the durability, strength, safety, or serviceability. The finish of exposed edges/surfaces shall be smooth and free of sharp or jagged edges.
4.4.8. Storage case shall have cushioning and mounting provisions inside the case that provides protection to prevent damage from normal handling during transportation.
4.4.9. Storage case interior material shall be manufactured from a material that will not corrode any part of the Torque Calibration System; the material shall be oil resistant and not deteriorate.
4.5. Operating Environment/Storage: The Torque Calibration System shall be capable of operating to the specifications listed above in paragraph 2.0 in temperatures ranging from 60° F to 80° F with a Relative Humidity (RH) of 20% to 50%. The Torque Calibration System shall be capable of being stored in an environment of 0° F to 130° F, with a RH less than 95%.
4.6. Workmanship: The workmanship shall be first class, of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this purchase description.
5. OPERATOR’S MANUAL: The Torque Calibration System shall come with a Commercial Off The
Shelf (COTS) operator’s manual describing features and functions, assembly and start up, operation, instructions and troubleshooting, technical data, maintenance and care, and warranty.
6. TESTING: This item will be inspected and accepted at destination as stated in the contract. The item will be checked with test equipment with parameters equal to or better than those required to ensure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other
AFMETCAL-approved equivalent international laboratory. Tests will be performed to ensure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.
