About this file
This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12, dated March 3, 2026. The Coast Guard seeks to procure six marine doors (Model: Door, Marine, WTQA, 26" x 54"; Part Number: 121S61 R-H; NSN: 2040-01-F14-3674) as components of the 87-foot WPB Protector Class vessel superstructure. The estimated total procurement value is $99,000.00, which falls above the micro-purchase threshold but below the simplified acquisition threshold. The original equipment manufacturer is Bollinger Shipyards, Inc. (CAGE: 64513, UEI: MQDVMWB54XH4), and the suggested sole source vendor is Chand, LLC (UEI: J8ATNVMEGLK1), a large business, with a point of contact at Jai Breaux (Phone: 985-532-2512, Email: jaib@chand.com). The estimated price is $99,000.00 based on past purchase history and market research.
The justification restricts competition under the Brand Name category, asserting that these OEM marine doors are essential to maintaining operational readiness of the 87-foot WPB fleet. The primary function of the doors is to prevent water ingress between flooded compartments to maintain vessel stability, buoyancy, and structural integrity during hull breaches or emergencies. The Coast Guard lacks proprietary technical data, precise tolerances, material specifications, and manufacturing drawings necessary for full and open competition. The document emphasizes that substituting non-OEM alternatives would require formal engineering changes, months of costly re-engineering, extensive mechanical analyses, technical design reviews, and operational testing—delays that could force cutters into non-operational status and degrade Coast Guard readiness. The justification highlights significant safety risks associated with non-validated substitutes, including potential catastrophic failure of vessel bulkheads leading to rapid flooding, loss of buoyancy, listing, loss of propulsion and electrical power, and potential capsizing or sinking. The document notes that no fair and reasonable price determination method was selected by the contracting officer. Digital signatures are provided by the Technical and Requirements POC (Wayne B. Nickel, dated July 1, 2026) and the Contracting Officer (Donna Michele Scandaliato and Amanda Marie Wood, dated July 14, 2026).

The procurement of genuine original equipment manufacturer (OEM) Marine Doors designed and manufactured by Bollinger
Shipyards, Inc. is critical to maintaining the operational readiness of the 87’ WPB Protector Class fleet. The primary purpose of the requested marine doors (NSN: 2040-01-F14-3674) is to prevent the ingress of water from one flooded compartment to another, thereby maintaining the vessel's stability, buoyancy, and structural integrity during a hull breach or emergency.
Because the Government does not possess the proprietary technical data, precise tolerances, material specifications, or reproduction manufacturing drawings required to solicit full and open competition, these marine doors must be procured from the OEM or its authorized distributors. Sourcing unproven aftermarket alternatives represents an unmitigated risk, as there is no government-held baseline against which to verify or certify the performance and safety of non-OEM alternatives.

Attempting to substitute these critical components with non-OEM alternatives would likely require a formal engineering change in accordance with the Joint Surface Engineering Change Process Guide, CGTO-PG-85-00-900-G. This process triggers months of costly system re-engineering, extensive mechanical analyses, technical design reviews, and operational shipboard testing to certify alternative marine doors can handle the operational requirements. Such protracted delays would divert critical logistics funds and could force affected cutters into a non-operational or restricted status, actively degrading the
Coast Guard’s readiness and its ability to execute statutory missions, including securing U.S. borders, facilitating maritime commerce, and responding to national contingencies. Consequently, strict adherence to the proven OEM configuration is mandatory to guarantee reliable cutter operations and comply with Coast Guard Configuration Management Policy under
Commandant Instruction 4130.6C.
Utilizing non-OEM alternative parts introduces unacceptable safety and operational risk to the vessel and crew. Failure of an unapproved or non-validated substitute during operations could compromise the vessel's bulkheads, allowing rapid progressive flooding to spread unchecked into adjacent compartments. This catastrophic failure drastically reduces the ship’s reserve buoyancy and stability, leading to severe listing, loss of propulsion/electrical power, and ultimately capsizing or sinking. During critical operations, this can reduce mission capability, increase casualty response demands, and place the vessel and crew at greater risk to safety, readiness, and survivability. While SFLC Equipment Specialists remain committed to conducting continuous market research to identify alternative vendors, the current lack of proprietary technical data makes achieving full and open competition highly improbable at this time, making the procurement of Bollinger Shipyards, Inc marine doors necessary to sustain fleet readiness.
