About this file

This document contains questions and answers regarding a solicitation for Physical Vapor Deposition Coating Systems. The Bureau of Engraving and Printing is seeking up to four PVD coating systems to apply a uniform protective coating of at least 2 microns of chromium or chromium nitride to electroformed nickel intaglio printing plates. The first system would be installed at BEP's Washington D.C. Currency Facility for initial testing and optimization. Optional additional systems could be installed at BEP's Western Currency Facility in Fort Worth, Texas or at existing or future Washington D.C. facilities. The proposed systems must be able to coat a minimum of 15 plates within an eight hour shift with the specified thickness and uniformity. Vendors may propose any necessary pre-treatment processes and can apply multi-layer or combined chromium and chromium nitride coatings if capable. A 505mm bend radius for the plates during coating would be acceptable.

QUESTIONNAIRE

Physical Vapor Deposition (PVD) Coating systems to electro-formed nickel Intaglio printing plates

QUESTIONS COMMENTS

C.3.1.4 Coating Thickness and Uniformity The PVD Coating System shall be capable of applying a protective coating of a minimum thickness of 2 micron (0.002 mm) with a uniformity across the plate of +/- 1 micron.

Do you have information re: current coding processes, i.e.Galvanic?

The current coating is hexavalent chromium applied through an electrolytic process. If the contractor is able to meet and/or exceed our requirement, that would be considered acceptable.

C.3.1.5 Coating Materials The PVD Coating System shall be capable of applying chromium and/or chromium-nitride coatings to plates. The ability to apply other materials is desired (i.e. Titanium).

Are you talking about multi-layer coating – chromium+chromium-nitride (or other materials) in one process?

If yes – do we have any idea of a preferable coating structure or coating design?

The vendor must be able to apply chromium or chromium nitride. If they can apply both or a multi-layer coating in one or multiple processes, that may be considered. We have no preference currently on coating design or structure, we need to do development testing.

C.3.1.6 Processing Rate The PVD Coating System shall demonstrate a minimum processing rate of fifteen (15) plates with at least 2 micron coating within a five (5) eight (8) hour operational shifts.

There is no information on which type of coating we shall consider for this rate, i.e. process for just chromium coating is one process time, chromium-nitride is much slower process, etc.

Which coating shall we use as a reference for five (5) eight (8) hour operational shifts?

If the proposed system can only process the required number of plates applying chromium, then that is the reference. If the system cannot apply chromium-nitride and meet the processing rate, we would not consider the machine capable of applying that coating.

Drawing from Attachment B tells us the plate has ≈0.75 mm thickness.

Can we the plate bent a little for coating process, i.e. 505mm radius?

A 505mm radius bend would be considered acceptable.

Do we need to treat the surface of the plate before coating, i.e. apply plasma cleaning process?

The vendor should propose whatever pre-treatment is necessary for successful application of the PVD coating.

6.

I have noticed in the document (page 38) that the supply time is 19 months. Is it correct?

Please clarify.
