OCA FINANCIAL TOOL
QUESTIONS AND ANSWERS
# AQM Questions S&P Responses 1 Who is the current provider of Online Financial Accounting Resource
Tool subscription to the Office of the Chief Accountant (OCA)?
The incumbent is Bureau of National Affairs, Inc.
2 Does the current number of users match what is requested in the solicitation? If there are differences, what are they?
The OCA needs to have 25 designated users with the ability to have concurrent users for this accounting research tool (US standards – 4 concurrent users, International – 1 concurrent user) and the ability to add additional concurrent users in the future if needed.
3 Are all of these requirements mandatory requirements, or are some of them simply highly desirable? If some are highly desirable, can the OCC please clarify which requirements are mandatory and which ones are highly desirable?
The software/tool must include at a minimum:
‐ A comprehensive reference library of the authoritative standards, including the FASB Codification, PCAOB Standards and Related Rules, SEC Rules, Regulations and Interpretations, AICPA Professional Standards, AICPA Audit and Accounting Guides and US GAAP Financial Statements- Best practices in presentation and disclosure, FASB and AICPA exposure drafts, and more
‐ A comprehensive reference library of the authoritative international standards, including the full text of IFRS, IAS, IFRIC interpretations, SIC interpretations
The following components of the software/tool are highly desirable:
‐ Relevant EU directives ‐ A conversion feature to link pre-ASC and the Codification ‐ The latest, fully searchable version of the software company’s publications ‐ Find content organized by standard setter and publication type, including FASB codification tools and functionality ‐ Access to popular news publications, and content including accounting and reporting guides ‐ Email alerts on latest accounting developments.
‐ An intuitive and user-friendly interface
‐ Updates and news alerts to keep our team up to date with the latest available information
‐ Topic pages to quickly explore content based on an accounting topic or a specific industry
‐ An easy-to-browse library ‐ A reader-friendly format and the ability to export or print full documents or a portion of a document ‐ A pinboard feature to create short-cuts and bookmarks to a full document or portion of a document, allowing you to combine multiple documents for export or print
‐ A history feature to track the pages you have visited for faster access to relevant content
4 If a vendor cannot meet one or more of the bulleted list of requirements on pages 1-2, will they be precluded from consideration from contract award? Or will the OCC waive minor requirements?
Please clarify.
Specifications of the vendor’s software/tool must be provided to determine if the product meets the at minimum requirements.
5 The text that concerns the vendor is as follows: A comprehensive reference library of the authoritative international standards, including the full text of IFRS, IAS, IFRIC interpretations, SIC interpretations, relevant EU directives.
The EU puts out a ton of directives so we were hoping to figure out which specific ones the end users are looking for so we can determine whether or not we carry the proper ones. Are there specific directives that is required?
There is not any specific directives in mind, and the OCC would really only be interested in the highest level policy ones.
6 The RFQ included an attachment that had the heading of “Part II – Requirements Document”. We note, however, that there was no Part I? Is Part I meant to be Attachment 1, the Excel pricing spreadsheet? Please clarify.
Part I will be the first and second page of the actual purchase order when an award is issued.
