About this file
This is an Equipment and Operator Requirements Form issued by the Minnesota Department of Natural Resources for Solicitation #2027-135, Indian Pine Forest Road Graveling. The project involves loading, hauling, and spreading an estimated 5,000 cubic yards of state-provided gravel on Indian Pines State Forest Road within the Pine Island State Forest. Contractors must submit bids electronically through the Swift Portal, with all responses subject to review for compliance with solicitation requirements. A site visit is available by contacting Project Supervisor Nick Abel at 218-395-6028 or Nick.Abel@state.mn.us. The award will be made to the lowest responsible vendor meeting all specifications and terms and conditions, with the state retaining the right to award items separately, by grouping, or by total as deemed most advantageous.
The Equipment and Operator Requirements Form specifies mandatory equipment standards and operator qualifications for bid submission. All equipment must be thoroughly cleaned before entering the site to prevent invasive weed spread, and contractors must take precautions against rutting and compaction. Contractors must list all equipment to be used, including detailed specifications for trucks, loaders, excavators, compactors, and skid-steers such as make, model, horsepower rating, and bucket capacity. Loaders must have functioning and certified bucket scales installed. All operators must demonstrate a minimum of 150 hours of experience operating the type of equipment assigned to the project. Unit bid prices must include all costs associated with labor, materials, tools, transportation, equipment, fuel, lubrication, mobilization, demobilization, final cleanup, sales tax, use tax, and all other incidentals necessary for project completion.
