Notice to Bidders and Bid Specifications for 2026 Water Maintenance Materials

This is a Notice to Bidders and general bidding instructions document issued by the City of Peekskill Water and Sewer Department for Bid No. 2025-005 requesting sealed bids for 2026 water maintenance materials. The bid encompasses 43 line items including spin-in fire hydrants, fire hydrants, resilient wedge gate valves, cement-lined ductile pipe, repair clamps, copper tubing, compression curb stops, couplings, hydrant markers, curb box extensions, various fittings and adapters, saddle clamps, mechanical joint restraint devices, insertion valves, HDPE pipe, PVC pipe, and associated materials and components for water system maintenance. Specifications require all items to comply with American Water Works Association (AWWA) standards and be compatible with the City's distribution system. Sealed bids must be received at City Hall, 840 Main Street, Peekskill, New York 10566, no later than Wednesday, November 5, 2025, at 11:00 a.m. Bid opening will occur on October 24, 2025, at 11:00 a.m. in the Office of the City Clerk, with all bids received within the specified time to be publicly opened and read aloud. Specifications and bid forms are available beginning Friday, October 17, 2025, through the City of Peekskill Solicitation webpage on Bidnet Direct and the City website. The contract award will be based on the lowest net unit price for each bid item, with the City reserving the right to reject any or all bids.

Bid prices are quoted on a net basis exclusive of all taxes and must include all transportation, labor costs, delivery and unloading costs, with deliveries to be made on a free-on-board (F.O.B.) basis within thirty days of receiving a written purchase order, or within forty-eight hours for emergency deliveries. Unit prices are fixed for the duration of the contract and are not subject to increases; however, any price reductions announced during the contract period must be passed to the City. Vendors must only ship items covered by the contract, and delivery of unapproved substitutions may result in removal of the vendor's name from the City's mailing list for up to three years. All products must be new unless otherwise specified. The bidder must submit with the bid a Non-Collusive Affidavit and a Certification of Compliance with the Iran Divestment Act. The City is exempt from payment of Federal and New York State taxes. The contract shall include provisions allowing any City agency, board, commission, or authority to participate in the contract award, and all offers are valid for sixty calendar days from the date of receipt. The City reserves the right to waive any informality or reject any or all bids if deemed in the interest of the City, and protests regarding bid validity must be filed in writing prior to the closing date for bids, with post-award protests required to be filed within fourteen calendar days of bid award.
