City of Tustin, Tustin, California Sean Thuilliez, Chief of Police Dated this 23rd day of July, 2026

City of Tustin – General Information

Incorporated in 1927, the City of Tustin is a General Law City under the laws of the State of California. As such, Tustin exercises only those powers granted by state legislation. Unlike Charter Cities, which operate under a voter-approved charter, General Law Cities are governed by the California Government Code. Tustin has elected to retain this status since its incorporation.

Located in central Orange County, Tustin spans approximately 11.08 square miles and had a population of 80,276 as of the 2020 U.S. Census. The City is bordered to the south by the cities of Irvine and Santa Ana; to the north by unincorporated Orange County and the City of Orange; and to the east by additional unincorporated areas and the City of Irvine. Tustin is situated approximately two miles north of John Wayne Airport and is accessible via two major freeways: the I-5 (Santa Ana Freeway), which bisects the City north to south, and the SR-55 (Costa Mesa Freeway), which cuts through the western portion of the City.

1. INTRODUCTION

The City of Tustin ("City") is soliciting proposals from qualified, experienced, and highly capable firms to provide comprehensive parking control enforcement services within designated areas of the City. Through this Request for Proposals (RFP), the City seeks to establish a strategic partnership with a contractor that possesses demonstrated expertise in municipal parking enforcement, exceptional organizational and operational capabilities, and a proven commitment to professionalism, accountability, customer service, and innovation. The selected contractor will serve as an extension of the Tustin Police Department by providing consistent, impartial, and legally compliant parking enforcement services that enhance public safety, promote voluntary compliance with parking regulations, improve traffic circulation and mobility, preserve access to residential neighborhoods and commercial districts, support local businesses, and contribute to the overall quality of life enjoyed by the City's residents, visitors, and stakeholders. The City recognizes that effective parking enforcement extends well beyond the issuance of citations and plays a critical role in maintaining safe roadways, ensuring equitable access to limited parking resources, reducing congestion, supporting emergency vehicle access, protecting neighborhood parking availability, and fostering responsible parking behavior throughout the community.

Accordingly, the City seeks a contractor that embraces a customer focused and community-oriented approach to parking enforcement while utilizing modern technology, data driven management practices, and industry best practices to maximize operational efficiency, transparency, and service delivery. The successful proposer shall demonstrate the ability to recruit, train, supervise, and retain highly qualified personnel; deploy reliable vehicles and technology; provide responsive field supervision and administrative support; maintain comprehensive reporting and measurable performance standards; and adapt to evolving operational priorities and community needs. The City is committed to establishing a collaborative, long term partnership with a contractor that shares its dedication to operational excellence, continuous improvement, ethical conduct, fiscal responsibility, and outstanding public service while delivering measurable results that support the City's strategic goals and enhance the safety, accessibility, and livability of the City of Tustin.

1.1. Scope of Work

The initial scope of services under the resulting agreement will focus on the Southwest Tustin Parking District, where the selected contractor shall provide comprehensive parking control enforcement services on a continuous basis, twenty-four (24) hours per day, seven (7) days per week, including weekends and City recognized holidays, unless otherwise directed by the Tustin Police Department. All enforcement activities shall be conducted in strict accordance with the California Vehicle Code, the Tustin Municipal Code, applicable state and federal laws, and all City policies, procedures, directives, and enforcement priorities. The contractor shall be responsible for delivering proactive, highly visible, and responsive parking enforcement services that emphasize voluntary compliance while ensuring consistent and equitable application of parking regulations.

Services shall include, but are not limited to, routine patrol and enforcement of parking violations, permit parking enforcement, time restricted parking enforcement, street sweeping enforcement, oversized and commercial vehicle enforcement, fire lane and disabled parking enforcement, abandoned vehicle identification and processing, complaint driven enforcement, parking related traffic support, special event parking management, and other parking enforcement or mobility related services as assigned by the Tustin Police Department. The selected contractor shall maintain the staffing, supervision, operational flexibility, and technological capabilities necessary to respond to changing enforcement priorities, community concerns, emergency incidents, and special assignments while delivering professional, courteous, and customer focused service that supports the City's public safety objectives and enhances the quality of life for residents, businesses, and visitors. See EXHIBIT 1 for complete Scope of Services.

1.2 Award of Contract

The City intends to award a contract to the proposer whose proposal is determined to provide the best overall value and most effectively meets the operational needs and objectives of the City. The resulting agreement shall consist of an initial term of one (1) year, during which the selected contractor's performance, responsiveness, operational effectiveness, customer service, compliance with contractual requirements, and overall ability to meet the City's expectations will be continuously evaluated. Subject to satisfactory performance, mutual agreement of the parties, the availability of funding, and all applicable City approval requirements, the City reserves the right to extend the agreement for additional renewal terms as provided in the final contract without the need to conduct a subsequent competitive procurement.

Following the initial contract year, and upon successful implementation and demonstrated contractor performance, the City further reserves the right to expand the scope of services under the existing agreement to include additional parking enforcement districts, new permit parking programs, special enforcement initiatives, or citywide parking control enforcement services. Any such expansion shall be implemented through an amendment to the agreement and shall remain subject to mutual agreement of the parties and all applicable City authorization and approval requirements. The City makes no guarantee regarding future service expansions or contract renewals and reserves the sole discretion to determine whether continued or expanded services are in the best interest of the City.

1.3 Proposal Rejection

The City reserves the right, at its sole discretion, to reject any or all proposals, in whole or in part, and is not bound to accept the lowest priced proposal. The City reserves the right to waive any irregularities. A proposal may be rejected if it is in any way incomplete or irregular.
