About this file

This is a Scope of Work document for the Colorado No-Call List Program administered by the State of Colorado's Department of Regulatory Agencies/Public Utilities Commission. The vendor will maintain a statewide no-call list database and related systems to prevent unwanted telemarketing calls to Colorado residents. The contractor must provide a flexible online and IVR telephonic registration process for residential and mobile telephone numbers, telemarketer registration and annual renewal capabilities, website maintenance for www.ColoradoNoCall.com with 99% uptime availability 24/7/365, consumer complaint filing via web and telephone (303-776-2678 or 800-309-7041), and electronic access for telemarketers to download quarterly no-call lists. The vendor must also generate detailed reports for law enforcement, the Colorado Attorney General's Office, and the Public Utilities Commission on a quarterly and annual basis, tracking registered numbers, complaints, and financial data. The contract term spans multiple calendar years beginning in 2026, with no specified end date or renewal options detailed in this scope of work.

The vendor receives no direct payment from the State of Colorado; instead, the vendor retains telemarketer registration fees up to a maximum of $120,000 annually in 2026 and 2027. All fees collected above this maximum amount are transferred to the Colorado Attorney General for enforcement activities. Telemarketer registration fees are determined annually by the Public Utilities Commission on a sliding scale, with companies having zero to four employees paying no fee, increasing to a maximum of $1,000 for companies with more than 1,000 employees. For Calendar Year 2026, 185 registered telemarketers generated $84,680 in total fees. The State assumes no financial risk and is not liable for insufficient fee collection to cover program costs. The vendor must maintain segregated accounting records documenting all receipts and expenditures associated with contract performance consistent with good accounting practices.
