About this file
This document is a qualifications checklist and submission requirements form for the San Joaquin Council of Governments (SJCOG) Freeway Service Patrol (FSP) Request for Qualifications (RFQ). The FSP program provides roadside assistance on select congested freeways in San Joaquin County, reducing traffic congestion through roving tow trucks that address disabled vehicles and minor mechanical issues. Proposers must submit complete proposals through the OpenGov Portal by Thursday, August 20, 2026, at 4:00 p.m. The proposal must include nine required attachments: a qualifications cover letter, office location questionnaire, designated field manager information, evidence of requisite experience, financial responsibility documentation, three independent references, vehicle information, a statement confirming no adverse actions related to towing, and a contribution disclosure form. Proposers agree to initiate services within 120 days of award notification if selected and to provide services at the costs indicated in their price proposal for 180 days following the proposal submission deadline.
The qualifications requirements establish that proposers must demonstrate financial responsibility through credit reports issued after January 1, 2026, bank reference letters showing adequate cash flow and credit access, and preapproval documentation for vehicle procurement. Proposers must maintain either a local office within 30 minutes driving time of applicable service beats or a main office with an approved staging or satellite location meeting the same proximity requirement. Field managers must have a minimum of two years' experience in the towing industry or similar field, and firms must not have been subject to adverse actions related to towing or contract performance within the past two years. The program is managed in coordination with Caltrans and the California Highway Patrol (CHP), with SJCOG responsible for contractor selection and local matching funds, Caltrans overseeing funding administration, and CHP providing field operator training and day-to-day operational supervision.

To meet this requirement, proposers must submit:

ATTACHMENT I – CONTRIBUTION DISCLOSURE FORM
California Government Code § 84308, as amended by SB 1439 (eff. Jan. 1, 2023), precludes an officer of a local government agency from participating in the award of a contract if he or she receives, or the contracting party makes, political contributions totaling more than $500 while the contract award is pending and for twelve (12) months following the final decision, subject to a thirty (30) day cure period.
