About this file

This is a Notice of Intent to Award issued by the Michigan Department of Technology, Management & Budget's Printing Services for RFQ #26*0207 concerning the procurement of die-cut fish stickers for the 2026 DNR. The project involves the production of 21,500 stickers across six versions: 5,000 Michigan Fish Trout Skin decals, 5,000 Michigan Fishing decals, 3,000 Sturgeon decals, 3,000 Northern Pike decals, 3,000 Brook Trout decals, and 2,500 Michigan Arctic Grayling decals. Spartan Graphics was recommended as the awarded vendor based on best value criteria. The notice indicates that the award does not guarantee actual work performance, as Printing Services reserves the right to perform the work in-house. Protests of the award decision must be submitted electronically through Vendor Self Service by the deadline specified on the Notice of Intent to Award.

The evaluation was based on a combination of pricing, turnaround time, experience, and Michigan printing preference. Spartan Graphics submitted the lowest bid at $4,763.00 with a 15 working day turnaround, demonstrated printing experience in Michigan, and 25 points across multiple evaluation criteria. Other bidders ranged from $5,817.40 to $8,093.00. All qualified bidders demonstrated relevant experience, with most offering 15 working day turnaround times; however, Spartan Graphics provided the best overall value. The print consultant for inquiries is Brad Schumann, reachable at 517-636-6143 or SchumannB@michigan.gov, with Andrew Hale serving as the departmental technician for process-related questions.
