About this file
This is an Additional Terms and Conditions document for the Alabama Law Enforcement Agency's procurement of handheld Stalker Lidar XLR devices. The solicitation is issued through the State of Alabama's Division of Procurement via the Alabamabuys supplier portal. The exact quantity of units to be purchased is not specified, with any quantities shown representing estimated usage only; the state does not guarantee that any purchases will be made against the resulting contract. The deadline for bidders to submit questions is August 5, 2026, at 5:00 PM Central Time through the Discussion tab of the solicitation. The initial contract term is 12 months with options to extend for four additional 12-month periods under the same terms, discounts, and conditions, provided both parties provide written approval no later than 30 days prior to expiration of each term. Award will be made on an "all or none" basis to the lowest responsible bidder meeting all specifications.
Bidders must be authorized manufacturer's representatives for Stalker Lidar and submit documentation to this effect. Winning suppliers must provide E-Verify documentation and complete the State of Alabama Vendor Disclosure Statement. Bids must be submitted through the Alabamabuys portal with percentage discounts entered in the unit price section of the item grid. The state reserves the right to confirm any unreasonable discount percentages. Payment terms are 30 days in arrears following invoice receipt. Price escalations may be considered during contract performance if material, labor, or other costs increase significantly through no fault of the supplier, provided justification and manufacturer documentation are supplied and increases do not exceed corresponding industry-specific or Consumer Price Index increases; conversely, any price de-escalations must be passed immediately to the state. Contract assignment, subletting, or subcontracting requires written approval from the Chief Procurement Officer. Supplier failure to perform, deliver on time, or comply with specifications may result in a review of the supplier's responsibility status under Alabama Code.
