About this file
This is an addendum to RFP 2026-126 issued by the Commonwealth of Virginia for Contract Monitoring Services. The addendum modifies or clarifies the original solicitation for professional contract monitoring and oversight services of existing state contracts. The scope of work includes review of contractor deliverables, compliance verification, performance metrics tracking, and reporting to ensure adherence to contractual obligations. Proposals were originally due June 17, 2026. The awarded contractor will be expected to commence services upon contract execution and must demonstrate experience with state government contracting, knowledge of Virginia procurement regulations, and capability to manage multiple concurrent contracts.
Pricing will be evaluated as part of the overall best value proposition for contract award. The Commonwealth may apply set-asides for small businesses, minority-owned businesses, or other designated vendor categories under Virginia procurement regulations. Funding is provided through Commonwealth appropriations. The contract will be awarded to the responsive and responsible vendor offering the best value, with specific contract term and renewal options detailed in the RFP specifications. The addendum serves to supplement, modify, or clarify terms and conditions of the original solicitation prior to the proposal submission deadline.

2026-126 ADDENDUM NO. 1
1. Has the Authority previously utilized an independent medical contract monitor? If so, can the Authority provide the approximate annual contract value and general scope of services that were provided?
A: Yes. Annual contract value was $39,600. Scope included:
• Provide no less than one on-site visit per month to attend
MAC and CQI meetings
• Perform operational compliance audit no less than once per year
• Provide regular communications to Superintendent detailing medical providers performance and areas of concern
• Ongoing compliance review to DOC and NCCHC standards
• Provide monthly audit of all outside care to per-diem inmates
• Weekly review of all off-site billing
• Identify areas of improvement for all medical operations
• Monthly review of inmate grievance logs
• Monthly review of medication errors
• Provide other monitoring and consulting services as directed by the Superintendent
2. What is the current status of the facility’s NCCHC accreditation efforts, and what is the anticipated timeline for achieving accreditation?
A: All mock audits have been successfully passed. We are waiting on the prescribed appropriate timeframe of further compilation of data before NCCHC conducts initial audit.
3. How many hours per month and/or on-site days does the Authority anticipate will be required to effectively perform the monitoring services outlined within the RFP?
A: We are currently requiring one on-site day per month to attend the monthly Medical Advisory Committee. The awardee is not required to provide a timeline or schedule. However, the scope of work layouts the expected services. These services will require the awardee to be available for consultation regarding the finding of monthly audits, or issues that arise from the contract or its fulfillment.
4. Can the Authority provide the current approved healthcare staffing matrix and any current vacancies for medical, nursing, dental, and behavioral health positions?
A:
5. Does the current healthcare contractor employ any medical, nursing, mental health, administrative, or leadership staff who hold the Certified
Correctional Health Professional (CCHP) credential or other correctional healthcare certifications recognized by NCCHC? If so, can the Authority identify the number and types of positions currently holding such credentials?
A: Currently, Wexford has one position which has CCHP credentials – Mental Health Coordinator.
6. Can the Authority provide the current average daily population and average monthly intake volume for the facility?
A: The currently monthly ADP is 620. Monthly Intake volume is
325.
7. Can the Authority provide annual spending data, if available, for off-site hospitalizations, emergency room visits, specialty referrals, and other significant outside healthcare expenditures for the most recent fiscal year?
A: WVRJ’s medical contractor is responsible for off-site care costs up to 150,000.00 per contract year.
8. Does the Authority anticipate additional on-site monitoring support during accreditation preparation, corrective action implementation, or other significant healthcare events beyond the minimum monthly site visit requirement outlined in the RFP?
A: Yes. The Authority anticipates that additional on-site monitoring support may be required during accreditation preparation, corrective action implementation, and other significant healthcare events beyond the minimum monthly site visit requirement outlined in the RFP.
1. Can you provide the number of off-site appointments per month for the past year?
A: 385 off site (specialty care) visits from May 2025 through
May 2026
2. Can you provide the number of emergency department runs per month for the past year?
A: 120 ER Visits from May 2025 through May 2026
3. What is the average number of grievances per month?
A: 52
4. Do you have liquidated damages in the contract? What are they?
A: Our current contract contains a minimum continuous staffing clause with language as follows:
“This payback will be taken by WVRJ as a credit against the next routine monthly payment to the Contractor and will consist of
100% of the hourly rate plus benefits for the position as identified by the Contractor in the attachment to the proposal listing hourly rates for all positions contained in the RFP, or as adjusted annually, as applicable. Even absences due to approved leave time such as vacation, sick leave or holiday time, that requires backfill to ensure continuous coverage, will be taken as a credit by WVRJ if not backfilled at 100%. This adjustment will be an actual hour for hour basis and any portions of hours will be considered at the quarter-hour or fifteen (15)-minute mark.”
The intake screening penalty is modified as follows: In the event the receiving/intake screening compliance rate is less than 95%, Wellpath shall be provided 30-day cure period to bring compliance above the 95% threshold. Following the 30-day cure period if compliance rate is not at or above 95% the WVRJA may assess penalties of $100 for receiving screening that is not implemented within the required time until such time the compliance rate is at or above 95%
5. Would you be open to a 6-day period to review outside billing for an intensive analysis and negotiated adjustments rather than simple approval recommendations?
A: Yes.
