Notes:
1. The Notes provided herein below are supplementary to the requirements as stated in the contract specifications.
2. This Protection and Surveillance is intended to be an approximation of the times, dates and locales that armed security protection services will be expected to be provided by the
Vendor over the term of the contract.
3. Pursuant to the contract specifications, the City Department using said security services shall agree upon a surveillance schedule and performance criteria with the Vendor for each particular location.
4. The surveillance schedule and/or performance criteria may be modified or amended from time to time by the City of Newark.
5. The number of security personnel on duty at any given location may be increased or decreased, at the sole discretion of the City of Newark, by an advanced written notice from the City’s Director of the Department of Public Works or his/her authorized representative.
6. Pursuant to the contract specifications Section 5(B) 9, the vendor shall have a stationary, twenty four (24) hour manned command dispatch center. The cost of manning this center shall be considered as overhead and, equality distributed among all of the contracts held by the Vendor.

Major and Minor Violations
Major Violations
1. Not at post.
2. Not checking employee, visitors and Vendor’s identifications.
3. Not signing-in or signing-out visitors, Vendors and delivery personnel as prescribed.
4. Not adhering to post orders.
5. Not clocking in and out on the City of Newark’s time management system whenever providing services for the City.
6. Not monitoring the acceptance or removal of any and all City property, boxes and material.
7. Have in possession while on duty unauthorized security accessories including, but not, limited to, a billy club, taser or handcuffs.
8. Unprofessional conduct as determined by the City of Newark.
9. Sleeping at a post or not maintain professional military bearing.
10. Not providing proper logging (i.e., incident report, daily activity reports, weekly exception summaries, etc.)
11. Falsification of any document submitted for Department review.
12. Not complying with instant or newly instituted directives from the Director of the Department of Public Works or his/her authorized designee.
13. Not securing designated elevators, doors, entrance or gates at specific times.
14. Any other offense which is solely determined by the City to compromise the security operation in a material manner.
15. Loss or theft of item whose value is in excess of $500.00.
Minor Violations
1. Not wearing complete approved uniform.
2. Having newspaper, television, radio, food or other unofficial items at post.
3. Using the City’s telephone system for unofficial business.
4. Not directing visitors to appropriate agencies and offices.
5. Misappropriation and misuse of security keys.
6. Refusing to provide visitors with appropriate agencies and office room locations.
7. Lack of knowledge relative to the location of agency office and room locations.
8. Any other offense which is determined to be minor in scope.
9. Loss or theft of an item whose value is less than or equal to $500.00
