About this file
This document is an Addendum to RFP #2024-27PC for the Portage County CTH R STP-Urban Program Roadway Design project. The Portage County Highway Department is seeking the services of an engineering consultant firm to complete the design, environmental documents, right-of-way plat, and final plans and specifications for the reconstruction of CTH R from STH 54 to CTH R. The project is part of the Wisconsin Department of Transportation's 2024-2029 Bipartisan Infrastructure Law STP-Urban Program and is currently scheduled for a construction letting in State Fiscal Year 2028 with a PS&E date of August 1, 2027. The successful consultant will need to coordinate with the County, municipalities, utilities, and WisDOT throughout the project.
The Addendum clarifies that the project estimate is confidential until a contract is awarded, the right-of-way acquisition will be a separate contract, and detailed traffic forecasting and analysis will be required to determine appropriate intersection designs. The contract will be administered by the WisDOT Local Program Manager, and there is no cost to the proposer associated with the process. The proposal will follow Quality Based Selection.

RFP #2024-27PC
Portage County
CTH R STP-Urban Program Roadway Design
ADDENDUM #1
Date=10/21/24 The following changes are hereby added to and made part of Bid #2024-27PC
Clarifications and Revisions:
None
Questions & Answers
1. Does the project currently have an estimated value?
A. The project estimate is kept confidential for WisDot STP projects until a contract is awarded.
2. Will the County be doing a separate real estate contract for the acquisition of the required right-of-way, or should we include that scope of work in our submittal?
o If the R/W acquisition is a separate contract, what would be the anticipated start of the acquisition of the R/W?
3. The RFP scope of services would include a r/w plat if one is found to be needed. Real estate acquisition services are not part of this RFP and scope of services. If real estate acquisition services are needed, we would anticipate that it would begin after 60% design is completed.
3. Given that the project is adjacent to large housing developments that are under construction, it is clear that traffic volumes on the road will increase significantly over the next 5+ years. Is detailed traffic forecasting going to be needed for this project? Furthermore, will any sort of traffic analysis and projections be needed to determine the need for turn lanes at intersections along CTH R?
A. The scope of traffic forecasting will need to be discussed with WisDOT as part of the design scoping. There will be analysis required to determine the appropriate intersection designs based on the anticipated turning movements.
