STATEMENT OF WORK
United States Department of Commerce National Oceanic and Atmospheric Administration, National Ocean Service Center for Operational Oceanographic Products and Services (CO-OPS) Field Operations Division, Atlantic Operations Branch Aluminum Vehicle Shelving Units and Modification June 27th 2022
NC-NT2000-22-01244
1. BACKGROUND
The Center for Operational Oceanographic Products and Services (CO-OPS) collects analyzes and distributes historical and real-time observations and predictions of water levels, coastal currents and other meteorological and oceanographic data. This is part of an integrated National Ocean Service (NOS) program supporting safe maritime navigation, more productive water-borne commerce, and the needs of the National Weather Service, coastal zone management, engineering and surveying communities. The Center manages the National Water Level Observation Network (NWLON) around the coastal United States and the national network of Physical Oceanographic Real-Time Systems (PORTS®) in major U.S. harbors. It conducts its programs through university, industry, Federal and State partnerships as appropriate. CO-OPS resides within NOAA's National Ocean Service.
The Field Operations Division (FOD) installs and maintains a variety of oceanographic and meteorological equipment and provides support services in order to ensure the efficient collection and dissemination of CO-OPS water level and meteorological data. Collection of tidal water level data at most locations requires a variety of differing types on instrumentation such as pressure sensors, gas purges, encoders, microwaves and GPS. There is also other data collected such as air gap, current meters, towers with wind, air temp, relative humidity, barometer and other like ancillary sensors. The data are then provided in real time via several means including by hard phone lines, IP modem and through the GOES satellite system. CO-OPS transmit data from the majority of its NWLON and PORTS stations via the GOES satellite network.
2. OBJECTIVE
CO-OPS use large work vehicles such as Ford 4-Door F-450 Trucks for the installation and maintenance of its temporary and permanent water level stations. In order for these vehicles to be of proper use they must be outfitted accordingly with shelves, bins, drawers, custom interior shelves, emergency lighting, additional standard lighting, roof racks with strapping system, safety steps, safety handles, exterior cabinets for lubricants, cleaners and a designated space for SCUBA tank and equipment storage. It has been determined from previous experience that Reading truck work cabs will stand up to the heavy use and mileage that CO-OPS vehicles are exposed to on a regular basis. Reading Truck Products are heavy duty enough to last the length of the vehicle use. This purchase is for outfitting 2 new Ford F-450 diesel trucks with Reading work cabs and future orders that are custom modified in order to allow for enhanced maintenance of sites for permanent NWLON and PORTS stations as well as temporary installations in support of NOAA hydrography, photogrammetry, V-Datum, and special projects. The 2 recently purchased 4 door Ford F-450 Trucks, stripped chassis orders require work cabs and bumpers be installed and then be DOT certified in order to properly and legally operate.
