LIMITED SOURCES JUSTIFICATION

NATIONAL NUCLEAR SECURITY ADMINISTRATION

OFFICE OF DEFENSE PROGRAMS (NA-10)

DE-DT0012654

June 15, 2020

I. AGENCY IDENTITY AND CONTRACTING OFFICE

The National Nuclear Security Administration, Office of Defense Programs (NA-10) plans to contract for technical support for the administration and management of the DOE participation in cooperation under the 1958 United States/United Kingdom Mutual Defense Agreement by using an authority for limited sources. The contracting activity is the NNSA Non-M&O Contracting Operations Division, Headquarters Program Section

(NA-APM-12).

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

This acquisition action is to modify CORPORATE ALLOCATION SERVICES, INC. Task Order DE-DT0012654 by extending the period of performance for 7-months. The extension will enable the Government to continue services while the follow-on task order is being awarded.

The current task order was competed amongst the Department of Energy (DOE)/National Nuclear Security Administration’s (NNSA) Technical, Engineering and Programmatic Services (TEPS) Blanket Purchase Agreement (BPA) holders and was awarded to CORPORATE ALLOCATION SERVICES, INC on January 09, 2017. The current Labor Hour Task Order expires July 11, 2020 and has a current ceiling price of $771,938.67.

This action will result in a modification to CORPORATE ALLOCATION SERVICES, INC.

Task Order DE-DT0012654 to extend the performance period beginning July 12, 2020 –February 11, 2021 (approximately 7 months total). The total value of this action is $254,899.68.

III. DESCRIPTION OF SUPPLIES AND/OR SERVICES

CAS supports NNSA by providing reviewing and analyzing technical/scientific and programmatic activities associated with the Agreement, making recommendations on the activities, supporting the Federal program manager during negotiation and subsequent execution of topic/weapon system specific agreements as authorized under the Mutual Defense Agreement, and reviewing and making recommendations regarding the transmission of Restricted Data/Formerly Restricted Data through JAIEG.

CAS provides technical support to assist in fulfilling mission responsibilities for ensuring that the release of atomic information to a foreign government or regional defense organization by agencies of the United States Government in accordance with the

DE-DT0012654 Page 2

Atomic Energy Act of 1954, as amended, along with agreements with foreign governments made pursuant to the Atomic Energy Act, and the applicable SDs as interpreted in the JAIEG-2 Handbook

IV. LIMITED SOURCES AUTHORITY

The authority permitting limited sources as implemented by the Federal Acquisition Regulation (FAR) 8.405-6 (a)(1)(i) (C) – The continuance of work is a logical follow-on to task order DE-DT0012654, which was placed in accordance with FSS procedures and was not issued under sole source or limited sources procedures.

V. JUSTIFICATION FOR USING THE LIMITED SOURCES AUTHORITY

Corporate Allocation Services, (CAS) Inc. currently provides technical and management support of the DOE participation in cooperation under the 1958 United States/United Kingdom Mutual Defense Agreement under Task Order DE-DT0012654. The original task order was placed in accordance with the applicable Federal Supply Schedule ordering procedures and was competed amongst all TEPS BPA Holders.

Task Order DE-DT0012654 expires on July, 11, 2020 and NA-10 requires continued support until the follow-on task order can be issued. Extending DE-DT0012654 is the most economic and efficient method to obtain the required support services because CAS is familiar with programmatic activities and is currently supporting the administration of the 1958 United States/United Kingdom Mutual Defense Agreement.

This support requires the knowledge, skills, expertise, and experience to support technical/scientific and programmatic activities associated with the Agreement. Much of this support is essential to on-going mission-critical activities, and the efforts are specifically designed to meet the continuing goals of the Stockpile Stewardship Program while increasing collaboration and communication among the NNSA Defense Programs laboratories.

Issuing a new task order to another contractor for seven months would require additional time and costs. Awarding a follow-on Tasks along with an interagency agreement would cause duplicative costs. This modification is a logical follow-on in that it is a continuation of the work scope CAS currently performs under Task Order DE-

DT0012654.

VI. CONTRACTING OFFICER DETERMINATION OF BEST VALUE

The contracting officer has determined after considering the level of effort and the mix of skills available for the tasks needed, that the proposed action represents a reasonable, realistic total price and will be the best value for the Program consistent with FAR 8.404(d). The Contracting Officer compared CAS’s proposed price of the extension to the Independent Government Cost Estimate. The proposed labor rates were in line with

DE-DT0012654 Page 3 the labor rates of the last contract period. The contracting officer determined the price of the extension to be fair and reasonable.

VII. MARKET RESEARCH

Additional market research was not conducted for this action because the work is an extension of incumbent services during the re-compete.

VIII. OTHER FACTS

All the current NA-10, NA-10.1 and 10.2 contracts are being extended to meet the February timeline
