5. Reason for Authority Cited: Currently, when acquiring commercial IT hardware and software, the Army Federal Acquisition Regulations Supplement (AFARS) 5139 requires the use of CHESS contracts and Department of Defense Enterprise Software Initiative (ESI) agreements first, regardless of the dollar value. Market research on the CHESS website revealed a Blanket Purchase Agreement (BPA) ESI with Gartner, Inc. for the required licenses under contract N00104-07-A-ZF30. CHESS and ESI requirements are mandatory. DoD identified a continuous demand for Gartner commercial services, and so awarded a DOD ESA to Gartner, Inc. on 5 Dec 06. Army CIO/G6 and TRADOC G6 have a variety of active Gartner Memberships and recommend use of Gartner services to support CAC’s diverse and evolving mission. TRADOC G-6 has purchased Gartner memberships since FY09 and has found no other organization in commercial or private industry that has the knowledge base and breadth of current, relevant, available products for all facets of the IT industry.
