About this file
This document is a user guide for the State of Wisconsin's statewide broadband Internet Service Provider (ISP) services contract, administered by the Department of Administration's State Bureau of Procurement. The contract is voluntary use and serves state agencies, University of Wisconsin campuses, and cooperative purchasing groups. Four vendors were awarded contracts under different categories: Airstream, AT&T Corporation, CenturyLink (formerly Qwest), and WiscNet, each assigned specific contract numbers and STAR Supplier IDs.
The contract provides business class broadband ISP services that operate independently of the State BadgerNet Converged Network (BCN) across four categories: Municipal Community, State Agency Community, DOA DET Data Center Locations, and High Availability Broadband for critical 24/7 operations. The original contract period ran from November 1, 2013 through October 31, 2015 with three one-year renewal options, with the final renewal period covering November 1, 2017 through October 31, 2018. The contract falls under NIGP Code 915-51 for Information Highway Electronic Services and allows cooperative purchasing arrangements. Vendor prequalification requires submitting specific site information including location details and an on-site analog phone number to the designated vendor contacts.
