Statement of Work

Title: Post Market Testing and Evaluation of Filtering Facepiece Respirators (FFR)

Period of Performance: One Year Pending Award

SECTION 1 – BACKGROUND

The National Personal Protective Technology Laboratory (NPPTL) of NIOSH conducts post market evaluations on respirators that have received NIOSH approval. These evaluations include the filtration performance of NIOSH-approved N95 filtering facepiece respirators (FFR). Testing and evaluation of these FFRs will help in determining whether the NIOSH-approved FFRs continue to conform to NIOSH standards through various post market testing and evaluation activities.

SECTION 2 – PURPOSE

The purpose of this test request is for NIOSH to receive support for the effort of evaluating filtration performance of filtering facepiece respirators (FFR) by conducting Sodium Chloride penetration and inhalation/exhalation resistance tests using NIOSH Standard Test Procedures 3 (Determination of Exhalation Resistance, 7 (Determination of Inhalation Resistance), and 59 (Determination of Particulate Filter Efficiency for N95 Series Filters Against Solid Particulates). The FFR samples will be provided to NPPTL by the respirator manufacturer, purchased on the open market by NPPTL, or provided to NPPTL from stockpiles. To support NIOSH with the increased number of post market activities conducted by NPPTL, a third party testing laboratory is being sought.

SECTION 3 – SCOPE OF WORK

The vendor shall furnish all labor, equipment, materials, and supplies necessary to perform the tasks that follow. NIOSH will provide 30 testing samples of each manufacturer’s product to be tested and evaluated by the vendor. Twenty different filtering facepiece respirator (FFR) models are included in the scope of this effort—i.e., a total of 720 FFR samples will be tested and evaluated by the vendor. For each sample, the vendor will conduct three NIOSH Respirator Certification tests per the published NIOSH Standard Test Procedures: Sodium Chloride (NaCl), NIOSH Inhalation Resistance, and Exhalation Resistance.

SECTION 4 – TASKS TO BE PERFORMED

The vendor shall perform the following tasks in a testing environment that is ISO 17025 accredited using trained professionals:

Task –The vendor shall perform the following tasks to evaluate the filtration performance of 20 different FFR models according to the following methods and conditions:

· NIOSH Respirator Certification: Sodium Chloride (NaCl) – 30 FFR samples x 20 FFR models– 600 total FFR samples tested and evaluated per the published NIOSH Standard Test Procedures for Sodium Chloride (NaCl). The Standard Test Procedure (STP) for the Sodium Chloride test (STP 7) can be found here: http://www.cdc.gov/niosh/npptl/stps/pdfs/TEB-APR-STP-0059.pdf

· NIOSH Respirator Certification: Exhalation Resistance– 3 FFR samples x 20 FFR models– 60 total FFR samples tested and evaluated per the published NIOSH Standard Test Procedures for Inhalation and Exhalation. The Standard Test Procedure (STP) for Exhalation Resistance (STP 3) can be found here: http://www.cdc.gov/niosh/npptl/stps/pdfs/TEB-APR-STP-0003.pdf

· NIOSH Respirator Certification: Inhalation Resistance – 3 FFR samples x 20 FFR models– 60 total FFR samples tested and evaluated per the published NIOSH Standard Test Procedures for Inhalation and Exhalation. The Standard Test Procedure (STP) for Inhalation Resistance (STP 7) can be found here: http://www.cdc.gov/niosh/npptl/stps/pdfs/TEB-APR-STP-0007.pdf.

SECTION 5 – GOVERNMENT FURNISHED MATERIALS

NIOSH/NPPTL will provide the vendor the required respirator samples. NIOSH/NPPTL will provide all 20 models of filtering facepiece respirators (FFR), with 36 samples each (30 FFRs for Sodium Chloride Test, 3 for Inhalation Resistance, 3 for Exhalation Resistance). The vendor shall receive all 36 FFR samples for a single FFR model in one shipment.

SECTION 6 – PERIOD OF PERFORMANCE

12 months pending award.

SECTION 7 – PLACE OF PERFORMANCE

Performance will be done at the vendor’s facility.

SECTION 8 – DELIVERABLES/REPORTING SCHEDULE

The vendor shall provide the following deliverables to the Project Officer by the Due Dates given below.
