QUESTIONS AND ANSWERS (as of 9/6/19)
Solicitation 20113203 – USBP Tucson Access Control System
1. Could you please provide floor plans for Building 1 (with door numbers) and also a site plan (with building numbers)?
Building layout will be discussed during the site visit and plans will be provided at the time of award if needed.
2. Will pictures be allowed during the site visit?
Photos will only be allowed in non-sensitive areas at the discretion and direction of the USBP personnel conducting the site visit.
3. On 4.2 PACS Upgrade: Are you sure the software needs to be upgraded to the latest WinDSX and not WinDSX SQL?
Software shall be upgraded to the latest version of WinDSX SQL. The Statement of Work has been revised to reflect the requirement of WinDSX SQL.
4. What version is the PACS system currently running?
WinDSX SQL V4.8.90
5. Do you have all equipment listed in paperwork?
Yes, all equipment in Section 6 is in our possession.
6. What cable does each location need?
The SOW states that cat 5e or cat 6 cabling shall be provided. Every AiPhone location needs cabling run to it.
7. Do you want Pedestrian Gates Readers on both sides?
Yes, the SOW has been amended.
8. How is the underground conduit? Does anything need to be replaced?
An assessment on the condition of the conduit has been completed and it is our belief that all conduit is in good shape with the exception of the following:
A: The conduit running from the Swan Gate appears to be obstructed near Building 7.
The contractor at that time suggested we add an additional junction box here and bypass the obstructed conduit. It is the government’s opinion that a newly trenched conduit is a likely necessity from that gate to building 7 but if possible, existing conduit use is acceptable.
9. Is running Conduit along fence line acceptable?
Yes, underground rated conduit run below grade along the North side of the fence line that is shared with Davis-Monthan AFB is acceptable. It will be required to run as close to the fence as possible to minimize potential issues from vehicles parking on the rocks.
All applicable building codes shall be followed.
10. Would you allow a low voltage conduit path along the existing fence line be installed, in order to cut down on underground trenching expenses?
See Answer 9.
11. Would you be able to extend the due date of this opportunity to 9-13-2019?
A 48-hour extension has been granted; the new deadline for receipt of quotations is Thursday, September 12, 2019 at 9:00 AM Pacific Time (PT).
12. There was a response about not providing any site plans with building numbers or building floor plans showing room numbers but is there anyway you can provide a list of doors in building one to which doors will need to go to the closest LAN room that way we can make the correct layout for controllers needed for each LAN room?
Limited floorplans are now attached to the solicitation.
13. For the gate south of building 7 is a true reader in and reader out needed or can one reader be used for entry and exit?
For both exterior gate installs we are good with one shared reader, two readers using the same wiring, or two completely separate readers. All readers on those gates need to be mounted in a fashion that does not expose wires to the elements, provides a solid mounting platform that will withstand normal wear and tear, and allows for close proximity swiping from both sides.
14. Is door 2043 in building 1 being added to the scope of work?
Yes, the SOW has been amended.
15. In SOW section 6, what items are not provided?...As section 4.1 speaks about contractor supplying back box?
The government will be providing the Back Boxes as listed in Section 6, however it will be the contractor’s responsibility to add any other equipment to ensure a weatherproof installation at car height and a weatherproof installation at large truck/bus height at each gate. It will be at the discretion of the contractor if they choose to utilize the available back boxes.
16. Can you please verify how many 1020 boards are currently in force on building #7? You are asking for them to be swapped with 1022 boards, but did not provide a total card reader count or total current 1020 board count. Please re-confirm on how many of the current DSX 1020 boards are being used. Please re-confirm on how many of the current DSX 1032/33 boards are being used.
There are 8 total 1020 boards that need to be replaced with 1022 boards. The current boards accommodate 16 devices, and all are believed to currently be in use (although the pedestrian gate entry & exit could possibly be combined to free up one slot). It is assumed the 1022 boards will support the same limited number. The rest of the compound uses 1042 boards, which to the best of our knowledge work fine, but we are acknowledging that some may fail to take the new firmware needed in the upgrade.
