Statement of Work (SOW) For

Compound Physical Security Enhancements and Upgrades

BRAND-NAME ONLY REQUIREMENTS

1. BACKGROUND:

The Tucson Sector Border Patrol Security Office is tasked with physical security compliance and assessment throughout the Tucson Sector Area of Operations. The Tucson Sector Headquarters (TCA HQs) Complex when built utilized an antiquated intercom system (call boxes) for communicating with the vehicle gates. This intercom system is no longer operational and an upgrade that integrates voice communication and video is needed. TCA purchased AiPhone intercoms with integrated digital video, but still requires installation. The Physical Access Control System (PACS) software is out of date and requires an upgrade to the most current version. TCA is currently running WinDSX SQL V4.8.90 as the PACS. 29 doors and two pedestrian gates have been identified for the addition of electronic access control readers to be tied into the existing PACS. The Visitor Exit Gate has a push button utilized by pedestrians to exit the compound. The housing on this button is broken and requires replacement. These additions and upgrades will improve the overall security posture, enhancing the safety of employees and protection of Government property and information on the TCA HQ Compound.

2. SCOPE:

It is the intent of the US Border Patrol, Tucson Sector, Policy and Compliance Division, Security Office to have AiPhone Intercoms installed at the vehicle gates, the exit button at the Swan Road vehicle gate fixed, electronic access control added to 29 doors, and upgrade the current PACS. This work is to be completed at the Tucson Sector Headquarters, located at 2430 S Swan Rd. Tucson, AZ 85711.

3. APPLICABLE DOCUMENTS:

• Commercial standards shall be used wherever practicable.

• Tucson Sector Gate Entry and Exit Diagrams (Appendix 1)

4. SPECIFIC TASKS:

The contractor shall include all necessary management support, configuration control, risk management, testing, quality assurance, and data management required to complete the following tasks as required to comply with this SOW.

4.1 Installation of AiPhone Intercoms.

The contractor shall install two AiPhone intercoms (provided by Government) at each of the following vehicle gates: Visitor Entry Gate, Compound Entry Gate, Compound Exit Gate, Golf Links Employee Entry Gate, and Golf Links Commercial Entry Gate. The contractor shall install one intercom at car height, and one at large truck/bus height at each gate. The contractor shall provide all weather intercom housing boxes for each gate installation. Additionally, the contractor will provide CAT5e or CAT6 wire and pull to the nearest LAN room. LAN rooms will be identified by the Government. The contractor will connect to the data switches identified by the Government.

4.1.1 Testing.

The contractor shall test the functionality of all equipment upon completion of installation.

4.2 PACS Upgrade.

The contractor shall replace all DSX 1020 boards in building 7, with DSX 1022 boards. The contractor shall check and update, as needed, the firmware on all DSX cards. The contractor shall install the latest version of WinDSX SQL software onto five Windows 10 workstations, provided by government.

The contractor shall backup all data on the current PACS workstations. The contractor shall transfer the current PACS data to the new workstations. The contractor shall swap out the new workstations for the old workstations in the following locations: Building 1 Room 1005, Building 1 Room 1156, Building 1 Room 2014, Building 2 Room 1048, and Building 2 Room 1018. The contractor shall establish the workstation in Building 2 Room 1048 as the primary workstation and the workstation in Building 1 Room 1156 as the backup workstation. The contractor shall install the data backup hard drive, currently connected to the workstation in Building 1 Room 1156. Contractor shall ensure that the primary and backup workstations are connected to the current battery backup power. Contractor shall provide all training necessary for operation of the new WinDSX SQL program.

4.2.1 Testing.

4.3 Installation of Additional Electronic Access Control Readers.

The contractor shall install electronic access control on the following 27 doors: Building 1, Room 1003, 1005, 2001, 2002, 2005, 2006, 2008, 2012, 2013, 2014, 2015, 2016, 2029, 2039, 2045, 2055, 2057, 2061, 2062, 2063, 2065, 2066, 2068, 2069, 2072, 2073, 2075, 2080, and Building 7 LAN Room

105. Each door installation shall include: HID electronic card readers, door release locks installed in the door frame, door position switches, and Request to Exit (REX) sensors. Additionally, the contractor shall install electronic access control to two pedestrian gates. One located on the south side of building 7, and one on the north side of building 8. The contractor shall, where necessary, install conduit and plywood on the walls in the LAN rooms, to attach necessary DSX cans. The contractor shall install necessary DSX 1042 cards and integrate all new doors into the existing access control system.

4.3.1 Testing.

4.4 Replace the Housing on the Visitor Exit Gate Push to Exit Button The contractor shall install a new housing on the push to exit button located at the Visitor Exit Gate.

The housing shall be rated for outside installation and be all weather.

4.4.1 Testing.

The contractor shall test the functionality of all equipment upon completion of installation

4.5 Documentation.

Contractor shall deliver User Manuals for the new WinDSX SQL software.

5. DELIVERABLES AND DELIVERY SCHEDULE:

5.1 Equipment.

The contractor shall deliver equipment as outlined below:

5.1.1 AiPhone Housing

10 housing boxes for the AiPhone All necessary CAT5 or CAT6 wire All additional hardware necessary for installation

5.1.2 PACS Upgrade

Most current WinDSX SQL software (Currently running WinDSX SQL V4.8.90) Current Firmware All necessary DSX 1022 cards Users manual Any necessary training

5.1.3 Additional Readers

27 HID card readers that are compatible with the most current WinDSX SQL software.

27 Door releases that are compatible with the most current WinDSX SQL software.

27 REX sensors that are compatible with the most current WinDSX SQL software.

27 Door position switches that are compatible with the most current WinDSX SQL software.

All necessary wiring All necessary particle wood All necessary DSX cans All necessary additional DSX 1042 boards

All necessary additional hardware required for installation to ensure functionality.

5.1.4 Push To Exit Button

1 housing for push to exit button All necessary additional hardware required for installation

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:

The government shall furnish 10 AiPhone intercom systems, and all necessary network switches, as addressed in 4.1

These systems include the following components:

(10) IX-MV Aiphone IP Addressable Master Stations.

(10) IX-DF Aiphone IP Addressable, Flush Mount, Door Station.

(10) SBX-ISDVF Back Boxes.

(5) RY-IP44 IP Input/Output Adaptor.

(2) IX-1AS Audio Door Network Adaptor (for existing door stations to work w/IP system).

(12) (6) Pair, Ethernet to Two Wire Converters.

The government shall furnish 5 Windows 10 workstations, two battery backups, and an external backup hard drive, as addressed in 4.2

The government shall furnish all necessary access to the contractor

7. PLACE OF PERFORMANCE:

The place of performance shall be:

US Border Patrol Facility 2430 S. Swan Rd.

Tucson, AZ 85711

8. PERIOD OF PERFORMANCE:

The period of performance shall be completed within 3 months of being awarded this contract. Work shall commence on or prior to September 30, 2019.

9. SECURITY:

The contractor shall coordinate with the TCA HQs Security Office when arriving and before departure, each day.

10. SPECIAL CONSIDERATIONS:

10.1 Changes to the SOW

No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer as coordinated by the Program POC. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.
