UNITED STATES CUSTOMS AND BORDER PROTECTION (CBP)

DEPARTMENT OF HOMELAND SECURITY (DHS)

STATEMENT OF WORK (SOW)

Distributed INFOSEC Accounting System (DIAS)

January 16, 2016

1.0 GENERAL

1.1 BACKGROUND

The Department of Homeland Security (DHS), United States Customs and Border Protection (CBP), Communications Security (COMSEC) Central Office of Record (COR) is responsible for the operation and oversight of the department wide communications security program. In addition, COMSEC maintains all departmental records of COMSEC equipment and keying material. In supporting this objective, the CBP COMSEC COR implemented DIAS COR and Account software applications across CBP.

OBJECTIVE/PURPOSE

The primary objective of the DIAS COR application is to serve as the Central Office of Record for multiple accounts. The primary objective of the DIAS Account application is to automate the accounting and reporting requirements of single accounts. DIAS is configured to support account-level COMSEC item accounting, allowing the operator to update files, print reports, transfer items between accounts, and query its databases.

The DIAS software was designed to follow the COMSEC Material Control System (CMCS) and was designed, developed and implemented by the National Security Agency (NSA). The NSA then provided this software for the use of other Agencies, including CBP. The DIAS software is currently used by the CBP COR and 25 individual COMSEC accounts. CBP has customized the DIAS software over the years to accommodate the nuances associated within CBP COMSEC accounts.

1.2 SCOPE of WORK and SPECIFIC DELIVERABLES

The scope of work is to purchase support services for the 25 CBP COMSEC accounts and the CBP COR using the DIAS software. Continued support for the DIAS software is paramount in the success of accounting for over 4,000 items of COMSEC material from various accounts managed by the CBP COR via the Local Area Network (LAN).

1.3 OBJECTIVE of SOW

The objective of this SOW is to purchase software technical support services and software customization services. The services include but are not limited to modifying and enhancing both DIAS COR and account applications which are tailored specifically for CBP needs. In addition, classroom support with presentations for all CBP COMSEC scheduled courses is included.

1.4 TASKS/SPECIFIC REQUIREMENTS:

In order to provide the necessary support to meet the scope of work as described above NBC Consulting shall perform the following tasks with respect to this Contract. These tasks fall within two (2) areas: Software Modification support and General support services.

1.4.1. Software Modification

These tasks represent the modifications and/or customization to both DIAS applications as requested to accommodate business practices within CBP and to support processing COMSEC accounting data from multiple accounts.

1.4.2. Software Modifications/Enhancements/Error Corrections

The below list represents some of the software modifications/enhancements/error corrections to the DIAS program that have been identified to better fit the requirements of CBP COMSEC. These modifications/enhancements/error corrections have been identified as part of the Base Period. Changes to or additional software modifications/enhancements/error corrections to the below list may be identified during the data gathering sessions. For any Option Period that is exercised the Program Manager will determine and provide a listing of identified software modifications/enhancements/error corrections, changes to the initial listing maybe done thru the course of the performance of the Option Period.

Even then, all software enhancements/modifications/error corrections identified and agreed upon by the CBP and Contractor will be logged as a Software Change Request (SCR) and assigned a unique number for tracking purposes. When an SCR has been tested and accepted by the CBP and Contractor, the SCR will be documented as closed. The Government does not have to accept a software release, Modifications/Enhancements/Error Corrections if it does not meet it needs or it would cause issues within the User environment.

1.4.4. New Version

Prior to releasing a new version of DIAS software, the software will undergo extensive in-house system testing to ensure all requirements are met. The Program Manager and NBC Consulting may select current COMSEC accounts to serve as beta-test sights prior to formal release to the entire COMSEC community. This will provide valuable feedback pertaining to system reliability and operability from an end-user point of view. Once the new version of software has successfully met all requirements and the Users and Training manuals have been updated to reflect all changes, the Program Manager will determine if the software/documentation is ready for formal release to the production environment and Users.

1.4.5. Errors

As programming errors are uncovered in the current DIAS software or those identified above in Section 1.4.2, the Contractor shall document the error and then take the necessary steps to correct it. Essentially, after notification by the Government, NBC Consulting shall document the error in the SCR and attempt to duplicate the error in order to determine the cause of the error. If unable to duplicate the error, NBC Consulting will request a data backup from the COMSEC Account which reported the error. Once the error has been duplicated, NBC Consulting will correct and test a patch to ensure the error has been eliminated. The patch will then be distributed to the User and the Program Manager. In most cases, the patch will be available within one business day. If the correction requires more extensive research to resolve, NBC Consulting will notify both the User and the Program Manager and provide an estimated completion date.

If an error correction requires updates to the User or Training manuals, the change will be made and new manuals will be distributed with the next software release. All patches will be included in all subsequent "New Version" releases of the software. Upon request, NBC Consulting will also provide the CBP COR with the latest patch and installation instructions prior to performing semi-annual audits.

1.4.6. Enhancements/Modifications
