Statement of Work

For

Light Truck Tires 1.

BACKGROUND:

Tucson Sector Fleet Operations Branch (TSFOB) has identified a need for light truck tires to be purchased in bulk for all stations and units located in Tucson Sector. The current procedure calls for the stations to either purchase a few tires or submit bulk orders purchased with the bulk parts fleet card assigned to Tucson Sector. The demand for tires at the stations is too large to be met with a fleet card. TSFOB looks to streamline the process of procuring the light truck tires. This would allow for fewer transactions, less variance in sizes and types of tires, and increase the buying power of Tucson Sector resulting in a substantial cost savings for fleet repairs.

2.

SCOPE:

It is the intent of TSFOB to procure the tires detailed in Section 4.1 in order to accommodate Tucson Sector fleet repairs. The tires will be drop shipped or delivered direct to the stations (addresses listed in Section 4.2) and the waste tires picked up from the stations. Additionally, all tires listed in Section 4.1 must have side walls reinforced with three-ply polyester to help protect the tire from puncture and bruises causing the tire to blow-out. Tires requested are brand name or equal to the specifications of the tires listed in Section 4.1. All tires must be new. Quantities of tires and delivery locations will vary monthly and will be specified at the delivery order level.

3.

SPECIFIC TASKS:

The vendor shall complete the following tasks to provide the equipment outlined below.

3.1 Delivery.

The vendor shall deliver required tires outlined in Section 4.1 to various locations outlined in Section 4.2. Upon receipt of order from the Contracting Office, the vendor shall deliver the ordered items within seven (7) to fifteen (15) business days to each location. Due to understandable demands and market volatility, vendor shall deliver tires at a minimum of fifteen (15) days. Vendor must provide a delivery date at time of order to the TSFOB Point of Contact (POC). The deliveries to each location will be made Monday through Friday, except on Federal Holidays, between the hours of 8:00 am to 1:00 pm Mountain Standard Time. If the vendor cannot meet the required delivery date or times provided, the vendor must contact the TSFOB POC immediately so other arrangements can be negotiated; such as GOV transportation or renegotiated delivery date. Inside delivery is required. Vendor is responsible to unload new tires and place in designated storage area or racks. Vendor is also responsible to remove waste tires from designated areas, load and properly secure for transport.

3.2 Waste Tire Removal.

After delivery of new tires, the vendor is responsible to pick up a like number of USBP designated waste tires as delivered. Should a like number of waste tires not be available for pick up at the designated delivery time and place, subsequent waste tire pick up appointments will be coordinated by the vendor with Tucson Sector Fleet Operations Office until the vendor has recovered and properly disposed of as many waste tires as new tires delivered on the current contract. The vendor will be solely responsible for maintaining an accurate count of waste tires recovered from each delivery station and providing that data to Tucson Sector Fleet Management Office. All commercial, industry and Government standards will be used as applicable.

3.3 Manufacturer Defect.

All tires found to have a manufacturer defect will be replaced by the vendor within 10 days. Defects caused by the manufacturer will be disclosed to Tucson Sector Fleet personnel. Full replacement will be given for each tire regardless of the amount of wear on the tire. Vendor will be responsible for replacing all tires that are covered under the manufacturer’s warranty within 10 days.

4.

DELIVERABLES AND DELIVERY SCHEDULE:

4.1 Equipment.

The vendor shall deliver tires as outlined in the table below. The tires shall be delivered or drop shipped to the addresses provided in Section 4.2. Quantities will be designated at time of order. All tires MUST have side walls reinforced with three-ply polyester not just the ‘body’ of the tire reinforced with three-ply polyester. Tires must come with a manufacturer’s warranty. All tires offered must be of the same brand. No backordered tires from a different manufacturer shall be offered as a suitable substitute. Brand name or equal request is BF Goodrich Light Truck Tires.

GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:

The Government does not anticipate providing any GFE or GFI to support the performance of this SOW.

6.

PLACE OF PERFORMANCE:

The place of performance shall be at the various locations identified in Section 4.2.

7.

PERIOD OF PERFORMANCE:

The period of performance shall be for a base year of twelve (12) months from date of award with two (2) one (1) year option periods.

8. SECURITY:

There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.

9. ORDERING PROCEDURES:

Ordering of tires under this contract shall be accomplished through the issuance of written fixed-price delivery orders specifying the quantities of tires being ordered. Fixed-price delivery orders shall be issued as TSFOB requires tires and shall be issued under the appropriate contract line item number (CLIN).

In accordance with FAR 16.505(b)(1), the Contracting Officer will ensure that all awardees receive a fair opportunity to compete for future delivery orders. When there is a requirement for a delivery order to be fulfilled, the Government will issue a Request for Quotation (RFQ) through a reverse auctioning system. Number of tires, tire sizes, locations and required delivery dates will be annotated at this time. The RFQ will be submitted to only those vendors awarded on the Indefinite Delivery Indefinite Quantity (IDIQ) contract. A quick response time will be designated in the RFQ. Once the RFQ deadline has passed, the Government will review all timely and complete responses and award the delivery order to the vendor that represents the best value to the Government.

The Government reserves the right to make a direct award at the delivery order level to any vendor under a particular CLIN if one of the statutory exceptions at FAR 16.505(b)(2) applies to the situation.

The only office(s) authorized to issue delivery orders under this contract is the Department of Homeland Security, Customs and Border Protection, Border Patrol Contracting Division (BPCD).

10. ANTICIPATED REQUIREMENTS:

Order quantities and dates will depend on the needs of the TSFOB and will be specified on individual orders. Based on its forecast of future requirements, TSFOB expects to purchase over 1200 tires per month. The table below indicates the planned purchase volume by tire size and location. Note that this is an estimate only and is not a guarantee of any purchase volume.
