About this file
This is Addendum No. 2, dated September 10, 2026, issued by the City of Baton Rouge and Parish of East Baton Rouge Department of Environmental Services for the WWTP Digester and Settling Tank Cleaning project (City-Parish Project No. 26-TP-MS-0023). The addendum revises the original bid date from September 10, 2026, to September 17, 2026, at 2:00 PM. The project scope encompasses removal and legal disposal of wastewater contents from Digester No. 1 and Primary Settling Tanks 3 & 4 at the North Wastewater Treatment Plant, and Digester No. 1 at the South Wastewater Treatment Plant. Contractors must hold an active Louisiana State Licensing Board license in either "Municipal and Public Works Construction" or "Industrial Cleaning and Material/Waste Handling" classification and display the license number on the bid envelope and uniform bid form. The addendum clarifies cleaning requirements, specifying high-pressure water blast with minimum 3,500 psi and rotary nozzles with appropriate degreasers to remove slime, dirt, sludge buildup, and nonsoluble surface contaminants. Paper-sealed and electronic bidders must acknowledge receipt of this addendum or face bid rejection.
The addendum addresses contractor inquiries regarding landfill disposal, power access, water supply, storage yard requirements, and dewatering return water standards. Dewatered sludge generated at both wastewater treatment plants qualifies for disposal at the East Baton Rouge Parish North Landfill at the EBR Parish Sewerage Sludge rate of $2.20 per 100 pounds (approximately $44 per ton), despite contractor location outside the parish. Contractors may establish accounts with the landfill for Net 30 payment terms by submitting a request to Ted Stephens at TDStephens@brla.gov. The Owner will provide access to available onsite non-potable water sources and spare motor circuit breakers at specified locations, with contractors responsible for providing all necessary raceways, wires, enclosures, and ancillary equipment. Storage yard security fencing and uniformed guard services are not required; contractors need only secure their work area and equipment. The dewatering return water performance requirement is modified to a daily average not exceeding 200 mg/L TSS with reasonable short-term excursions permitted; the BOD5 requirement has been removed. A minimum 6% Socially and Economically Disadvantaged Business Enterprise (SEDB) participation goal applies to this contract, with Forms 1, 1A, and 2 required from the apparent low bidder within ten business days of bid opening.

COMMENTS AND QUESTIONS
1. For this project, will the City of Baton Rouge accept an active license issued by the Louisiana State Licensing Board for Contractors in the classification of “Industrial Cleaning and Material/Waste Handling” instead of “Municipal and Public Works Construction”?
Either of the following classifications will be accepted: “Industrial Cleaning and Material/Waste Handling” and/or “Municipal and Public Works Construction” classification.
2. Please confirm that the rates for garbage also applies to the sludge (biosolids).
$44/ton for inside the Parish residents and $48/ton for residents outside the Parish.
There is a separate fee established for EBR Parish Sewerage Sludge. It is $44/ton.
Please find the following documents attached for additional information regarding the North Landfill:
• East Baton Rouge Parish North Landfill Rules And Waste Acceptance
• Tipping Fee Ordinance
3. Also, please address that the sludge (biosolids) is produced/generated inside the
East Baton Rouge Parish (North & South WWTP's) but most companies that will be bidding on the project are most likely located outside the Parish. Therefore, which rate applies in this situation?
The rates are based on where the waste is generated. The company that is awarded this project will be allowed to utilize the North Landfill as an option for disposal at the EBR Parish Sewerage Sludge rate since it was generated within the municipal wastewater collection/treatment system.
4. Lastly, please address the payment options. Can a company set up an account with the landfill for 30 day payment terms? Or have to pay daily with check/Credit Card? For a project this size having to pay daily is very inconvenient for everyone.
Upon request and submittal of requested information companies can setup up accounts with the landfill to avoid paying daily with check/credit cards – the invoice terms are Net 30. Please submit request to Ted Stephens via email at TDStephens@brla.gov.
5. We reached out to East Baton Rouge Parish North for landfill pricing for disposal and was told they would be issuing an addendum with pricing for the project.
a. What will be the all-in price per ton for the dewatered sludge? See responses to Question/Answer #2 and attachments.
b. What are the max loads per day based on 22 tons per load? There will likely not be a max load requirement pending Section 01 01 00 – 1.03- M.3. requirements are met.
c. What are the landfill operating hours for accepting loads?
Landfill Operating Hours:
With a landfill account: Monday–Friday, 5:30 a.m.–5:00 p.m.; Saturday, 7:00 a.m.–3:00 p.m.
Paying by credit card or check at the scale house: Monday–Friday, 7:00 a.m.–4:00 p.m.; Saturday, 7:00 a.m.–2:00 p.m.
d. Are there any special landfill conditions?
No special landfill conditions exist pending Section 01 01 00 – 1.03- M.3. requirements are met.
Dewatered sludge cake from the respective plants have averaged the following solids percentages over the past two months:
South Plant: 21.9%, 21%
North Plant: 32.3%, 33.2%
6. Per section 6-8.1 Contractor Storage Yards, B. Site Security, it states “Erect and maintain security fencing around perimeter of storage area. Fencing shall be either 6 foot wooden fence or 6 foot chain link with either privacy insert slats or wind proofing material. Lockable gates shall be installed at all entrances to the site.” Is this a requirement even if the contractor has completed a site visit and does not see that it is necessary or feasible?
The referenced information in Section 6-8.1 is not required for the project.
The Contractor shall properly secure his work area, equipment, tools and maintain a safe work area for Contractor, Owner, Owner agent and all site visitors. The Owner will not be liable for any theft.
7. Per section 6-8.1 Contractor Storage Yards, B. Site Security it states, “Employ as needed a uniformed guard service to provide watchmen at site during non-working hours.” Is this a requirement even if the contractor does not see that it is necessary to employ a guard?
This is not required. The Contractor shall secure work area and equipment as noted in answer for Question/Answer #6.
8. Will the City provide power?
The Owner can provide access to spare motor circuit breakers described below and shown in Attachments for use in the scope of work. The Contractor shall be responsible for providing any necessary raceways, wires, enclosures, isolation means, and any other ancillary equipment deemed necessary to utilize power at the intended location. The Contractor shall submit for approval, the means and methods to be used to terminate and utilize the provided power source. All materials shall meet or exceed the relevant codes and regulations. Any damage deemed the responsibility of the Contractor, by the Owner, to equipment made available to the Contractor for this use will be the responsibility of the Contractor to repair/replace as necessary.
NWWTP: Prepared space in Bucket 3FM with 100 A Eaton molded case circuit breaker, existing termination may be disconnected for connection.
SWWTP: Digester 1 mixing pump 1 or 2 in Bucket 2C/3A with 150 A circuit breaker which will be out of service during the scope of the project. Wiring may be disconnected from downstream circuitry to facilitate termination.”
9. Will the City provide unmetered water supply from a nearby fire hydrant?
The Contractor will have access to available water sources onsite (non-potable water).
If the question is referring to drinking water, the Baton Rouge Water Company is separate and privately-owned. The Contractor would need to work with them directly.
10. Will the City of Baton Rouge accept an active license issued by the Louisiana State Licensing Board for Contractors in the classification of “Industrial Cleaning and Material/Waste Handling” instead of “Municipal and Public Works Construction”?
Yes.
11. If contractor has all the necessary personnel to perform all aspects of the project, does the contractor still need to provide a minimum EBE goal of 6%?
“APPENDIX G - Socially and Economically Disadvantaged Business Enterprise Inclusion,” was omitted from the original bid documents in error, but has been inserted in this addendum. Please review for bidding requirements.
12. Dewatering Return Water – TSS and BOD₅ Requirements - Section 01 01 00 identifies placeholder limits of 200 mg/L TSS and 200 mg/L BOD₅ for dewatering return water. The material being removed from the digester and holding tank will consist of accumulated sludge, trash, grit, and other settled material. As cleaning progresses, the characteristics and solids concentration of the material being pumped to the belt press will vary significantly, particularly during final cleaning.
Noted.
13. Dewatering Return Water – TSS and BOD₅ Requirements - Would the Owner consider revising the TSS requirement to a daily average of 2,000 mg/L, with reasonable short-term excursions permitted during startup, shutdown, belt washing, changes in feed characteristics, and final tank-cleaning operations?
The Owner will work reasonably with the Contractor during the type periods noted;
not to exceed one day; however, the 200 mg/L requirement will remain. If equipment used to dewater sludge is not performing appropriately, the Contractor will be directed to stop work until remedied; and may be grounds for withholding portions of pay if sub-standard filtrate is being returned into the plant process.
14. Dewatering Return Water – TSS and BOD₅ Requirements - Additionally, would the Owner consider removing the 200 mg/L BOD₅ requirement as a Contractor performance criterion? Belt press dewatering is a physical solids-separation process and is not a biological treatment process designed to control dissolved or soluble BOD₅. While proper polymer conditioning and belt press operation can reduce suspended solids in the return water, the Contractor cannot reliably control or guarantee BOD₅ concentration through mechanical dewatering alone.
We agree. The BOD₅ requirement can be removed.
15. Dewatering Return Water – TSS and BOD₅ Requirements - Would the Owner agree to base the Contractor’s dewatering return-water performance requirement on TSS, at a daily average not to exceed 2,000 mg/L, and remove BOD₅ as a Contractor-guaranteed parameter?
See Question/Answer #13 and #14.
16. What is the engineer’s estimate? When was the estimate completed?
City/Parish does not issue engineer’s estimates.
17. Because this is a Tank cleaning/maintenance project, Can the “Incomplete Construction” Clause requested in 7-2.1 of the Special Provisions be removed and replaced with “Pollution and Liability Endorsements?
This section will remain as is.
18. If selected, will the alternate adder be performed at the same time as the other work on the North plant?
Yes. However, both Primary Settling Tanks cannot be taken offline at the same time.
19. Do we need to provide an office trailer for an inspector on this project? If so, will it be for both locations?
You do not need to provide an office trailer for an inspector. The Contractor only needs to provide what they need from themselves.
20. Per The Scope of Work
a. Section G : it states that the Ceilings of the digester need to be cleaned? How has this been achieved in previous cleanings
No information is available on previous means/methods. Paragraph “01 01 00 - 1.03.N Cleaning Requirements” has been added in this addendum.
i. Is fire water rinse acceptable?
Paragraph “01 01 00 -1.03.N Cleaning Requirements” has been added in this addendum. Non-potable water is acceptable for cleaning.
b. Section H : it states water will be available. during the walk of the north plant the water sources were pointed out. Would the contractor be permitted to tie in the fire hydrant at the south plant also?
Reference Question/Answer # 9.
c. Section K: Will city pay for power, and we pay for electricians to make connections?
Reference Question/Answer #8.
21. Does the parish have a profile established with the EBR North Landfill for this project or is it our responsibility to run a TCLP analysis and do this ourselves?
Profiling / TCLP analysis will not be required for disposal at the North Landfill for this project.
22. Are the drawings provided in the package for reference only?
Drawings are provided to give as much information as available, but are for reference only. Contractor can field verify as available.
23. For the North Plant Digester 1, there are multiple discrepancies found in the elevations provided on the drawings that lead to conflicting calculations.
a. 1st drawing of Appendix A – NWWTP No. 1 Digester with top wall elevation at 68.0’ and a distance of 33’ to the top of the cone = Elevation 35’.
Noted.
b. Detail 1 of drawing S-38 shows top of wall elevation at 66’, 2’ different.
c. Drawing M-202 depicts this wall elevation at 64.50’. with a roof on it.
d. Details on the 1st drawing depict a 30 degree slope to the known elevation of
20.35 depicted on drawing M-202. Using the known tank radius from drawing S-38, this calculates to top of cone being at Elevation 34.21.
e. For clarity and calculating volumes for bid purposes, can the following information be provided for both North and South Plants?
Please note that drawings from different projects are provided as improvements have been done on the same process units throughout the years. This is to provide as much information as we have available.
We did not survey the exterior of process units, nor empty and take internal measurements when bidding out this project. This job has primarily lump sum items and the Contractor will need to include contingency is his bid items. On the one item with the “each” measurement; a basis of levels will be established and agreed between the Owner and Contractor if discrepancies exist prior to performing any work.
All Contractors were verbally assured the sites are open for them to visit during Mandatory Pre-Bid Conference. All Contractors are still welcome to survey, measure, take level readings as they would like. City/Parish will not take or provide any measurements.
24. Can the cross section 2 that is referenced on Drawing MF1 (Primary Settling Tank #3&4) be provided so we are aware of the bottom elevation of these settling tanks.
The cross sections are already included in the Contract Documents on sheets MF-3 and MF-5.
a. Will adjacent longitudinal troughs need to be cleaned?
Yes.
25. SWWTP Digester 1 Cleaning Drawings needs clarity similar to the NWWTP Digester
a. SOW states the upper limits is 26’ and TOW 44’
b. 70M-3R shows TOW at 44 while DC-65-20 have TOW at 43.
Discrepancy noted.
c. Drawing DC 65-20 depicts top of Corbels at elevation 29. (Bid item 5 is 15 each
(FT) 44 – 29).
Please see Section 01 01 00 1.02-C.4.a. for clarification on bid item. It is unrelated to the corbel elevation.
26. On the sludge data reports, please identify which standard testing procedures were used for “Percent TS” and “Percent VS”.
Standard Method 2540B (TS) and 2540E (VS).
27. On the bottom of the bid form it states “All quantities are estimated. The contractor will be paid based upon actual quantities as verified by the owner.” It's understood that all bid items are lump sum. Please confirm that the statement above is referring only to bid item 9999993.
That is standard text applying to the complete bid form.
28. At the south plant can we access the floating roof? If so, what is the weight capacity?
The Contractor can access the floating roof. All relevant data on the floating roof has been provided (included structural drawings and O&M). The Contractor may have a greater risk of damage liability when working on the floating roof. The manufacturer contact information is included in the O&M.
29. Are there any special considerations for the reduced duration of the job?
No.
30. Are there any schedule restrictions?
a. I.e. Will we have 24/7 access
Work hours will be in accordance to Section 9-5 of the Special Provisions.
31. During the job walk, it was stated that the city will remove all hatches and manways etc. Please confirm.
This is incorrect. City/Parish nor any agent of City/Parish will perform any work short of coordinating to properly lock out, tag out, and isolate structures.
APPROVED:
Justin Sharper, P.E.
APPENDIX G - Socially and Economically
Disadvantaged Business Enterprise Inclusion
REVISED 4-2
SOCIALLY AND ECONOMICALLY DISADVANTAGED
BUSINESS ENTERPRISE INCLUSION
The City-Parish’s Socially and Economically Disadvantaged Business Enterprise Program (“the Program”) is made part of this contract and incorporated hereto as if copied in extensor. For these services, the EBR Parish Purchasing office has directed a review of the scope of work and has established a minimum SEDB goal of 6 % of the contract amount.
PART I – POLICY/ COMPLIANCE
(A) The City-Parish strongly encourages the acquisition of goods and services from and direct participation of Socially and Economically Disadvantaged Business Enterprise (“SEDBE”). The term Socially and Economically Disadvantaged Business (“SEDB”) shall have the meaning set forth in the City-Parish’s Socially and Economically Disadvantaged Business Enterprise Certification Program.
The Program is a race and gender-neutral program intended to provide additional contracting and procurement opportunities for certified small, disadvantaged, woman-owned, minority-owned, veteran-owned, and service-disabled veteran-owned business enterprises by encouraging contractors who receive City-Parish contracts to use good-faith efforts to utilize such certified entities in the performance of those contracts. The City-Parish desires to achieve, to the greatest extent possible, commercially meaningful and useful participation by SEDBs. By providing equitable opportunities for SEDBs, the City- Parish derives multiple benefits, including contributing to the economic vitality of our communities and ensuring a broader selection of competitively priced goods and services.
Contractor should present a responsible plan that provides for participation of qualified SEDBs.
Participation shall be counted toward meeting the contract goals only by business entities certified under the City-Parish’s Socially and Economically Disadvantaged Business Enterprise Certification Program.
The direct participation goal can be achieved through direct ownership, joint venture participation, owner/operator agreements, or subcontract agreements for participation.
If the Contractor does not meet the full SEDB goal, then written documentation must be provided showing their good faith efforts to secure SEDB participation, the unavailability of potential SEDB firms, and provide justification as to why such goals cannot be met that is found to be acceptable to the SEDB Liaison Officer.
(B) FAILURE TO COMPLY WITH SEDB REQUIREMENTS: All City-Parish contract performers (Prime Contractors, Subcontractors, etc.) are hereby notified that failure to carry out the SEDB obligation, as set forth, shall constitute a breach of contract. The breach of contract will be reviewed by City-Parish which may result in termination of the contract or other remedies deemed appropriate for the given situation.
(C) SUBCONTRACTS: All Prime Contractors, and Subcontractors, hereby shall include the following clauses in all contracts that offer further subcontracting opportunities.
The Contractor or Subcontractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The Contractor shall carry out applicable requirements of City-Parish’s Socially and Economically Disadvantaged Business Enterprise Program in the award and administration of City-Parish contracts. Failure by the Contractor to carry out these requirements is a material breach of this contract, which may result in the termination of this contract or such other remedy as the recipient (City-Parish) deems appropriate.
The Prime Contractor agrees to pay each Subcontractor under this contract for satisfactory performance of its contract prior to submitting an invoice to the City-Parish for request for payment. This payment will be documented on the Contractor’s Monthly Report form that is submitted with each payment request.
The Prime Contractor agrees further to return retainage payments to each Subcontractor within 14 days after the Subcontractor’s work is satisfactorily completed. Any delay or postponement of payment from the above referenced time frame may occur only for good cause. This clause applies to both SEDB and non-SEDB Subcontractor(s).
(D) AWARD OF SEDB SUBCONTRACTS: The Contractor shall, no later than three (3) business days from the award of a contract, execute formal contracts or purchase orders with the SEDB (s) included on Form 1.
(E) COUNTING SEDB PARTICIPATION: City-Parish will count SEDB participation toward overall and contract goals as provided in City-Parish’s Socially and Economically Disadvantaged Business Enterprise Program (“the Program”). City-Parish will only count SEDB participation by those SEDBs performing commercially useful functions. City-Parish Purchasing Division will not count the participation of SEDB Subcontractors toward a Contractor’s final compliance with its SEDB obligations on a contract until the amount being counted has actually been paid to the SEDB.
The Contractor may count its entire expenditure to SEDB manufacturers (i.e., a supplier that produces goods from raw materials or substantially alters them before resale). The Contractor may count sixty percent (60%) of its expenditures to SEDB suppliers that are not manufacturers, provided that the SEDB supplier performs a commercially useful function in the supply process.
A Contractor shall not count the value of any payment made to an SEDB for work that was further subcontracted out by the SEDB to a non-SEDB.
PART II – PROCEDURE TO DETERMINE QUALIFICATION STATEMENT OR PROPOSAL
COMPLIANCE
(A) ELIGIBILITY OF SEDBs: To be counted toward the participation Goals pursuant to the Program, an SEDB must be certified by the City-Parish at the time a bid or proposal is submitted. The fact that an SEDB is certified does not necessarily mean that it has the qualifications and experience for the type of work required by any particular Contract. The responsibility for determining whether an SEDB has the qualifications and experience for the type of work required by the Contract rests with the Contractor. To be deemed an SEDB certified entity, firms must complete the City-Parish’s certification process. Only SEDB certified firms under the City-Parish at the time the Bid opening will count toward the SEDB goal.
(B) REPORTING FORMS 1, 1A, AND 2: The following fully completed forms shall be furnished to the City-Parish on a monthly basis. The forms shall have all blank spaces filled in completely and correctly.
These forms are as follows:
FORM 1 – SEDB RESPONSIVENESS FORM (copy attached): It is the obligation of the Respondent to make good faith efforts to meet the SEDB goal. Respondents can demonstrate their good faith efforts either by meeting the contract goal or by documenting good faith efforts taken to obtain SEDB participation.
The Form 1 shall accurately detail the work proposed by the Respondents to be performed by Respondent and all entities participating in the project and, if it is a bid or proposal, the percent value of that work. If a Respondent is unable to fully meet the SEDB goal of this contract, the Respondent shall submit a Form 2 form and all documentation demonstrating the good faith efforts made to comply with the SEDB requirements.
FORM 1A - REQUIRED PARTICIPATION QUESTIONNAIRE FORM (copy attached): Form 1A shall accurately detail the work to be performed by each and every firm participating in the project. A Form 1A must be submitted for the Contractor and for each Subcontractor included on Form 1. In addition, each participating SEDB firm must submit a current letter of SEDB certification along with its Form 1A.
FORM 2 - Good Faith Efforts (copy attached): Form 2 is only required when the prime firm is unable to fully meet the SEDB contract goal. Form 2 shall provide documentation of good faith efforts made to obtain SEDB participation. Form 2 must be accompanied by supporting documentations such as, but not be limited to, phone logs, facsimiles, and e-mail correspondence with potential SEDB firms. Further explanation of good faith efforts may be found in the Instructions for Form 2. It is up to City-Parish or its Designee to make a fair and reasonable judgment whether a Respondent made adequate good faith efforts to achieve the contract goal.
FORM 3 - Monthly Utilization/Participation SEDB Report (copy attached): Form 3 shall be submitted to the Field Engineer along with monthly payment requests and shall accurately represent the amount paid to SEDB Subcontractors during that invoice period. This form must be submitted with every monthly invoice regardless of the amount of payment or lack of payment. The form shall be signed by the Contractor and the SEDB Subcontractor(s) if payment has been made for that month. SEDB participations will not be counted toward the Contractor’s commitment until payment has been rendered to the SEDB. Failure to submit the required reports may result in withholding of payment or partial payments to the Contractor until the required forms are submitted.

Form 2
Good Faith Efforts
INSTRUCTIONS:
If required, attach a completed Form 2 and supporting documents to establish that Good Faith Efforts were undertaken to secure SEDB participation:
The following is a list of types of actions which you should consider as part of the Contractor's good faith efforts to obtain SEDB participation. It is not intended to be a mandatory checklist, nor is it intended to be exclusive or exhaustive. Other factors or types of efforts may be relevant in appropriate cases.
A. Conducting market research to identify small business contractors and suppliers and soliciting through all reasonable and available means the interest of all certified SEDBs that have the capability to perform the work of the contract. This may include attendance at pre-bid and business matchmaking meetings and events, advertising and/or written notices, posting of Notices of Sources Sought and/or Requests for Proposals, written notices or emails to all SEDBs listed in the City's directory of transportation firms that specialize in the areas of work desired (as noted in the SEDB directory) and which are located in the area or surrounding areas of the project.
The Contractor should solicit this interest as early in the acquisition process as practicable to allow the SEDBs to respond to the solicitation and submit a timely offer for the subcontract. The Contractor should determine with certainty if the SEDBs are interested by taking appropriate steps to follow up initial solicitations.
B. Selecting portions of the work to be performed by SEDBs in order to increase the likelihood that the SEDB goals will be achieved. This includes, where appropriate, breaking out contract work items into economically feasible units (for example, smaller tasks or quantities) to facilitate SEDB participation, even when the Contractor might otherwise prefer to perform these work items with its own forces. This may include, where possible, establishing flexible timeframes for performance and delivery schedules in a manner that encourages and facilitates SEDB participation.
C. Providing interested SEDBs with adequate information about the plans, specifications, and requirements of the contract in a timely manner to assist them in responding to a solicitation with their offer for the subcontract.
D. Negotiating in good faith with interested SEDBs. It is the Contractor's responsibility to make a portion of the work available to SEDB subcontractors and suppliers and to select those portions of the work or material needs consistent with the available SEDB subcontractors and suppliers, so as to facilitate SEDB participation. Evidence of such negotiation includes the names, addresses, and telephone numbers of SEDBs that were considered; a description of the information provided regarding the plans and specifications for the work selected for subcontracting; and evidence as to why additional Agreements could not be reached for SEDBs to perform the work.
E. A Contractor using good business judgment would consider a number of factors in negotiating with subcontractors, including SEDB subcontractors, and would take a firm's price and capabilities as well as contract goals into consideration. However, the fact that there may be some additional costs involved in finding and using SEDBs is not in itself sufficient reason for a Contractor's failure to meet the contract SEDB goal, as long as such costs are reasonable. Also, the ability or desire of a prime contractor to perform the work of a contract with its own organization does not relieve the Contractor of the responsibility to make good faith efforts. Prime contractors are not, however, required to accept higher quotes from SEDBs if the price difference is excessive or unreasonable.
F. Not rejecting SEDBs as being unqualified without sound reasons based on a thorough investigation of their capabilities. The contractor's standing within its industry, membership in specific groups, organizations, or associations and political or social affiliations (for example union vs. non-union status) are not legitimate causes for the rejection or non-solicitation of bids in the contractor's efforts to meet the project goal. Another practice considered an insufficient good faith effort is the rejection of the SEDB because its quotation for the work was not the lowest received. However, nothing in this paragraph shall be construed to require the Contractor to accept unreasonable quotes in order to satisfy contract goals.
G. Contractor's inability to find a replacement SEDB at the original price is not alone sufficient to support a finding that good faith efforts have been made to replace the original SEDB. The fact that the contractor has the ability and/or desire to perform the contract work with its own forces does not relieve the contractor of the obligation to make good faith efforts to find a replacement SEDB, and it is not a sound basis for rejecting a prospective replacement SEDB's reasonable quote.
H. Making efforts to assist interested SEDBs in obtaining bonding, lines of credit, or insurance as required by the recipient or contractor.
I. Making efforts to assist interested SEDBs in obtaining necessary equipment, supplies, materials, or related assistance or services.
J. Effectively using the services of available minority/women/veteran community organizations;
minority/women/veteran contractors' groups; local, State, and Federal minority/women/veteran business assistance offices; and other organizations as allowed on a case-by-case basis to provide assistance in the recruitment and placement of SEDBs.

TIPS FOR IMPROVED SERVICE
1. Please have your container at the roadside by 5:00AM on your day of collection. It may be more convenient to place the container out the night before.
2. Please do not overload containers for automated collection with heavy items, hazardous material or protruding objects.
3. Lids should be kept shut to keep animals and rainwater out and refuse inside.
4. Once garbage has been emptied, residents are responsible for moving container off the street and placing in a safe location.
5. Containers may not be left next to the roadway at all times, since this increases the chance of potential theft or damage by traffic. Replacement of containers damaged or stolen on a non-collection day will be the responsibility of the resident.
6. Since City Parish containers are assigned to a specific residential location, containers must not be taken when a resident moves.
7. Residents with extra garbage on an on-going basis may request an additional container from the City-Parish for a monthly charge of $7.00. These containers are specially designed for automated collection and containers of other design will not function with the collection trucks.
8. If your container is missing, you will need to notify the Police Department or Sheriff's Office who will issue you a claim number. Your first lost container will be replaced with this claim number.
