About this file
This is Addendum No. 1 to RFP 2026-07-0210, issued by the City of Baton Rouge and Parish of East Baton Rouge Purchasing Division on September 9, 2026, providing clarifications and answers to proposer inquiries regarding comprehensive banking services for the 2027-2031 contract period. The addendum addresses seven substantive questions concerning required proposal attachments, ACH transaction exposure limits, credit card processing equipment options, cash investment services indexing, and deposit account balances. Proposals are scheduled to open September 16, 2026 at 2:00 PM CST. The addendum clarifies that Attachments G, H, I, L, M, and N must be completed, executed, and included with proposals for consideration, with Byrd Anti-Lobbying Certification forms to be requested only if deemed necessary for award. The City-Parish will consider pricing options for both wired and wireless card readers for payment processing and prefers to maintain the existing 91-day Treasury Bill indexing approach for cash investment services calculations.
The addendum confirms maximum ACH exposure requirements of approximately $30 million for a single day and provides clarification on deposit account balances, noting that the Consolidated Cash main account maintains an average balance of $23 million while total deposits across all accounts average $45 million. The City-Parish operates approximately 44 demand deposit accounts and 8 zero balance accounts with an investment portfolio of approximately $1 billion. All pledged collateral must be maintained at 103% of aggregate deposits. The successful bidder will be determined based on lowest total overall cost for all services, with proposers required to meet a minimum Standard and Poor's rating of BBB- and a Community Reinvestment Act rating of at least "Satisfactory." Proposers must provide current audited financial statements, clearing schedules, and CRA ratings with their submissions, and the fiscal agent bank must maintain a main office or full-service branch within four miles of City Hall.
