(PTD) for Career and Technical Education Information System (CTEIS) support services. The State of Michigan, specifically the Department of Education's Office of Career and Technical Education (OCTE), requires ongoing system maintenance, development, and technical support. The contract has been continuously renewed and modified through 14 change notices since its initial effective date of June 9, 2020.

The contract provides comprehensive IT services including system development, programming, quality assurance, training, technical writing, customer support, and help desk functions for the CTEIS platform and related applications. The initial contract value was $135,007.78, with cumulative amendments increasing the estimated aggregate contract value to $3,987,479.54 as of Change Notice 14 (effective June 30, 2027). Pricing is structured on a time-and-materials basis with hourly rates ranging from approximately $87.55 to $133.00 per hour depending on staff classification. Services are performed at PTD's office in East Lansing, Michigan, with normal working hours limited to 40 hours per week with no overtime permitted. The contract provides for nine one-year option periods, with invoicing submitted monthly upon completion of deliverables and approval by agency project managers, with payment due within 45 days of receipt of properly completed invoices. Recent amendments have added requirements for Americans with Disabilities Act (ADA) Web Content Accessibility Guidelines (WCAG) 2.1 Level AA compliance and included new initiatives such as youth apprenticeship data integration and updated data dashboards.

1. No rate increases are included as last year’s rate increase will suffice for services required in FY25-FY26

2. Agency will require all additional hours added in FY24 – FY25 to continue with the same level of service. This includes:

Project Management Hours – 259 Hours ($133.00)

Additional Hours – 50

Total Program Management Hours - 309

a) Our current Project Management percentage of the project resources is less than 6%, which is on the low side based on industry averages. The increasing complexity of the year end reports and the anticipation of the WCAG 2.1 compliance requirements lead us to request more Project Management resources

Developer – Senior Programmer/Analyst – 2575 ($103.00)

Additional Hours – 83

Total Developer – Senior Programmer/Analyst Hours - 2658

a) These additional hours are based on the continuing complexity of the CTEIS database and the year-end programming required to produce the year end reports, including Enrollment, Funding, and Perkins Core Performance Indicator (CPIs) in a timely manner. This has often required the running and rerunning of processes due to factors outside our control. Further, an updated requirement for all websites, documentation and training be compliant to the WCAG 2.1 standard. This will require system wide review and testing to ensure compliance by the spring deadline

Trainer Hours – 103 Hours ($99.00)

Technical Writer Hours – 45

Customer Service Hours – 120

Total Quality Assurance Hours ($94.75)– additional hours – 29

a) These additional hours are available to meet the anticipated need for the expanded testing for Web Content Accessibility Guidelines WCAG 2.1 compliance.

3. Agency hosting costs have increased so the Hosting allocation will increase to $12,000.00

4. Additional dashboards – yearly maintenance will be increased to $7,500.00

5. Combined Senior and Junior Programmer allocations. Junior Programmer allocations no longer needed. Aggregation did not produce any cost increase in the total programming allocation.

Total Budget: $528,455.01

Version 2021-1 5 of 6

CTEIS 2024-2025 Budget Explanation

Please refer to the column headings for each description.

A. The A columns represent the additional hours and costs we are asking beyond the original labor costs. The totals to $29,420.46

B. Every couple of years, we are required to increase our labor rates to keep up with rising labor costs as well as other costs of doing business. This increase is typically 3%. In the past, we have been able to offset this by decreasing the number of hours provided to keep the base cost of labor the same. This is becoming increasingly harder due the addition of new features and the complexity of these new features as well as the effort to upkeep these features. Column B: Lost, shows the number of hours lost in each category due to the 3% increase in rates. Column B:Hrs shows the hours we would like to request to offset the lost hours. Thus, we are requesting an additional $8,386.26 to cover the loss of hours from the rate increase.

C. In 2023-2024, we requested and received an additional 30 hrs for Project Management and 80 hrs for Customer Support. This was to offset decreases in hours in previous years in these functions. We are requesting these additions again this year. This is a total of $11,490.14.

D. Upon request, we were asked to add additional resources for the inclusion of Youth Apprenticeships Data.

a. The Youth Apprenticeship Data would require approximately 15 hours to create the intake processing and modify the necessary CEPI Shared tables. This would cost approximately $1575.

E. Over the last few years, we have new functionality that requires resources for it annual preparation, maintenance and upkeep. These items include the yearly conversion of new CIP Codes from PIV:Segments to PV:Competencies. The annual maintenance of the 61b functionality and operation has required more year resources than expected. Another example is the latest Manage Credentials section. We have asked for additional programming hours which is mainly used for data base maintenance and preparation and processing of data. Additional help desk time as we are always going over on customer support as these new functions generate lots of support requests. Lastly, we ask for additional Technical Writing resources to continue to upkeep the documentation regarding these functions. In total we are asking for an additional $5,546.54.

F. Column F shows a request for new training resources. Over the last few years, we have had to add 3-4 additional training sessions throughout the year to accommodate the demand for training. We try to cap the number of attendees to 25 per session to give an opportunity for questions and feedback. We are finding that to manage this, we are having to add at least one of each type of training per year. Thus, we are asking for 15 additional hours of training as well as 10 additional hours of Tech Writing in support of these additional training hours.

This total is $2422.52.

Dashboards

The amount of $22,500 would provide the resources for up to 3 “Maryland-like” CTE dashboards.

Examples of the dashboards are below. Each dashboard has 4-5 visualizations (graphs or tables) and typically pulls from one processed data set (star schema). To build a dashboard such as this requires the construction of the tar-schema for the dashboard, the process code to load the schema, then the construction of each of the visualizations and the supporting design elements.

We estimate each dashboard of this type would take approximately $7,500 to build and publish.

Local, regional, state and federal program planning and management require information about enrollment, student performance, graduation and job and advanced educational placement of, and related information about, former enrollees in CTE instructional programs. To ensure that the follow-up survey data reported is both accurate and representative of all CTE concentrators, we need to conduct the Validation Study right after the annual follow-up study.

This Validation Study will follow the sampling design methodology of the most recent (2021) validation study and may make any modification as needed. It will focus on verifying responses to the original survey and reduce the nonrespondents sample size under limited budget and resources. Based on the results of previous year’s validation study, discrepancies were found between the main survey responses and the responses to the validation study obtained 3-5 months later. Responses to the validation study differed from the responses to the main survey more often when the main survey was completed by a proxy. And nonrespondents did not significantly affect the results of the main survey. The current sampling design will be based on these findings from the most recent report.

PROJECT OBJECTIVE:

The validation study will repeat the follow-up survey for a stratified sample of total concentrators from those who completed the main follow-up survey and those who did not respond to the main survey.
