About this file

This is a master agreement indefinite delivery contract between the State of Michigan, Department of Technology, Management and Budget (DTMB), and Care Apparel, Inc., a New York corporation, for the provision of patient clothing. The contract is managed by DTMB Central Procurement Services and serves multiple state agencies, including the Michigan Department of Health and Human Services (MDHHS) and the Michigan Department of Corrections (MDOC). The agreement was initially effective May 6, 2020, and included multiple change notices documenting contract amendments through August 2025. The contract is extended to MiDEAL members, which include local units of government, school districts, universities, community colleges, and nonprofit hospitals. The contract provides for up to two two-year renewal options, with the current expiration date extended to May 5, 2027, following the exercise of the second option in January 2025.

The contract covers patient and prisoner clothing items supplied by Care Apparel, including underwear, undershirts, bras, t-shirts, collared shirts, windbreakers, winter jackets, slippers, and bathrobes, with specifications detailing fabric composition, construction standards, and sizing. Pricing is firm and fixed by contract year, ranging from $1.15 per pair of men's briefs to $29.00 per winter jacket in Year 1, with minor increases in Years 2 and 3. The contract includes a 1% administrative fee on all payments made to state agencies and MiDEAL members. The estimated aggregate contract value is $3,985,200.00. Service level agreements establish 100% compliance standards for timely and accurate deliveries, with penalties of $100 to $500 per occurrence for non-compliance. Contractor must maintain minimum inventory of ten units per item per size in warehouse, provide delivery within 7-14 days of order, and ensure all products meet quality specifications with a 30-day warranty period. Payment terms are Net 45 days via Electronic Funds Transfer.
