About this file

Contract Summary

This is a State of Michigan Master Agreement (Contract No. MA200000000497) for High School Equivalency Testing Services between the State of Michigan, Department of Technology, Management and Budget (DTMB), and PSI Services LLC, effective April 1, 2020, through March 31, 2028. The contract is administered by the Michigan Department of Corrections (MDOC) and represents an indefinite delivery/indefinite quantity (ID/IQ) vehicle extended to MiDEAL members, including local units of government, school districts, universities, community colleges, and nonprofit hospitals. The initial contract value was $40,000, with subsequent change notices increasing the total estimated aggregate contract value to $860,000. The contract has been modified nine times through change notices, with the most recent change effective April 10, 2026, reflecting updated accessibility requirements requiring compliance with WCAG 2.1 Level AA standards.

The contract requires PSI Services LLC to provide comprehensive High School Equivalency (HiSET) testing services, including paper-based and computer-based testing materials, scoring services, transcripts, and training for correctional facilities within MDOC's jurisdiction. Pricing includes first computer-delivered HiSET subtests at $40.75 each ($10.75 contractor fee plus $30 state administration fee), additional computer-delivered subtests at $10.75 each, first paper-delivered subtests at $45 each ($15 contractor fee plus $30 state administration fee), and additional paper-delivered subtests at $15 each. Shipping, training, and access to records after contract expiration are provided at no cost. The contractor must deliver scoring within five business days for electronic scoring and thirty calendar days for paper scoring, provide annual training and professional development materials, maintain indefinite records of test results, and ensure compliance with security, accessibility, and data protection requirements. The contract includes performance standards, service level agreements with response and resolution timeframes for support requests, and allows the State to pursue extended purchasing options through fiscal year 2028.

Without limiting the foregoing, Contractor will: (a) be responsible and liable for the acts and http://www.michigan.gov/mideal omissions of each such Permitted Subcontractor (including such Permitted Subcontractor's employees who, to the extent providing Services or Deliverables, shall be deemed Contractor Personnel) to the same extent as if such acts or omissions were by Contractor or its employees; (b) name the State a third party beneficiary under Contractor’s Contract with each Permitted Subcontractor with respect to the Services;

Any Unauthorized Removal may be considered by the State to be a material breach of this Contract, in respect of which the State may elect to terminate this Contract for cause under Section 28.

It is further acknowledged that an Unauthorized Removal will interfere with the timely and proper completion of this Contract, to the loss and damage of the State, and that it would be impracticable and extremely difficult to fix the actual damage sustained by the State as a result of any Unauthorized Removal.
